Tēnei tūranga – About the role

The Manager Business Systems is a people management position leading a technical team that delivers and supports business systems, provides business intelligence, analytics and geospatial services to support the regulatory and policy functions of the Energy and Resource Markets branch of MBIE. The role is responsible for leading the development and ongoing monitoring of business systems to lift the overall performance and efficiency of the branch through continual improvement of processes and transformation of digital services.

This role has both internal and external facing relationships. The manager Business Systems works closely with operational teams within the Petroleum and Minerals regulatory system to ensure services are fit for purpose and meet their needs and the needs of mineral and petroleum sector participants, iwi and other regulatory agencies we interact with. 

Maintaining a strong client service ethic is critical to enable the team to attend to its functions in a professional and timely manner, as is collaboration with our partners in MBIE’s Digital, Data and Insights group and vendors of the solutions we depend on.

Personal specifications

  • Experience managing a service delivery function and team and a good understanding and experience of service delivery principles with a history of success in a client-focused environment.
  • Ability to work under pressure, meet deadlines and prioritise workloads to deliver large work programmes, balancing day to day operational demands with strategic and short-term project needs.
  • Excellent change leadership, communication, coaching skills to embed a culture of excellence and camaraderie, passionate in supporting and growing individuals within the team.
  • Project management experience, including managing ICT projects and demonstrated knowledge of project management approaches (e.g. PMP, Prince2, Agile).
  • Strategic understanding and knowledge of geospatial methodologies, systems and processes.
  • Experience in operational process improvement and certification.
  • Ability to collaborate with others and establish cross-functional working relationships to work effectively across the organisation and drive a collaborative team culture.
  • Proven stakeholder engagement experience supporting gathering of requirements, development of business cases, benefit analysis and user acceptance testing.
  • Experience building relationships, monitoring performance and delivery of software and ICT service suppliers, and managing supplier contracts.
  • A strategic outlook with the intellectual capability to analyse large, complex issues and readily grasp and synthesise the ideas, analysis, and advice produced by others.

Qualifications

  • A tertiary qualification in business systems or information technology, or a related discipline AND experience in a senior public or private sector role in an enterprise business systems and information management setting.
  • Background or qualifications in geospatial approaches would be beneficial.
  • Must have the legal right to live and work in New Zealand.

Critical areas of success:

  • provide digital registry services to enable the branch to meet its statutory obligations under the Crown Minerals Act.
  • provide level 1 and 2 support for users of business systems.
  • develop and execute an investment roadmap for critical supporting systems with emphasis on enabling self service via web channels.
  • embed spatial methodologies into business workflows to enable stakeholders to extract maximum value from integrated business information and services.
  • embed business intelligence capability to monitor and report on business and transactional performance.

Team Leadership

Build and maintain a high-performing team that is capable of developing and delivering innovative advice, products and services to support MBIE’s strategic direction.

  • Establishes clear accountabilities, expectations, and performance standards with direct reports and ensures regular performance management and development occurs.
  • Monitors individual, team and branch performance to ensure that performance targets are met.
  • Anticipates future capability needs in Human Resources, identifies gaps in capability and addresses these gaps through targeted recruitment and development or other actions.
  • Coaches, mentors, and develops staff to meet the needs of ERM now and in the future.

Relationship Management

Build and manage collaborative working relationships with work colleagues and external stakeholders to enhance understanding and co-operation needed to achieve desired results.

  • Participate as an active leadership team member and contributes knowledge and expertise needed to achieve MBIE’s outcomes.
  • Develop effective working relationships with other MBIE managers and staff in order to transfer knowledge and learning from the Information Services unit to the wider organisation.
  • Represent whole-of-Ministry views and protects its reputation in external interactions.
  • Build strategic alliances with key government and non-government representatives, including national and international stakeholders, to ensure MBIE’s views are influential in their decision-making.
  • Test the effectiveness of stakeholder relationships using a range of appropriate measures and processes (including stakeholder feedback).

Identify, Prioritise and Deliver Work Plan Outputs

  • Consult widely to identify and scope potential opportunities for business systems team input, and then work collaboratively with relevant managers to carefully prioritise potential initiatives.
  • Translate agreed priorities into a structured work plan, including effective tools to track progress and benefits.
  • Manage delivery of the work plan, including using a range of tools and techniques to ensure collaborative work with other teams.
  • Regularly review the work plan in consultation with others, and work with relevant managers to adjust it on a periodic (or as needs) basis.
  • Build and maintain an annual investment and enhancement cycle, drawing on the expertise of other teams and other business units in MBIE to drive effective and efficient business systems, spatial and analytics services.

General Management

Apply sound general management practices so that the business unit operates effectively and efficiently, and delivers agreed outputs to support achievement of MBIE outcomes.

  • Develops strategies, work programmes, and performance targets for the team, with supporting measurement, monitoring and reporting mechanisms.
  • Aligns the work programme with ERM strategic direction, Information Services unit plans and other teams’ work programmes.
  • Monitors and adjusts work programmes through the agreed processes to enable the Branch to adapt to changing circumstances.
  • Regularly monitors and reports on progress towards achievement of plans and strategies.
  • Manages expenditure and resources in line with approved guidelines, budget, deadlines and reporting requirements, with a focus on driving cost effectiveness in the Ministry.
  • Builds continuous review and improvement throughout all elements of the Business Systems function.
  • Effectively and consistently identifies and manages risk.

Strategic Direction

Align the business systems work programme with the NZP&M strategic direction.

  • Understands the strategic context, current agenda and priorities, and applies foresight and judgement to identify what is important for the technical area in the medium and long term.
  • Uses advanced critical thinking, reasoning, and judgment to identify regulatory issues and see them in the wider context.
  • Carries out research to inform more complex data, process or technology issues.
  • Draws on others’ expert knowledge of the technical area as well as broad knowledge from other domains to critically assess evidence and information from multiple and diverse sources to identify implications for analysis and advice.
  • Uses judgement and experience to identify and assess options against the desired outcomes, identify their impact, identify risk and effective mitigation strategies, and work confidently with ambiguity to make innovative, practical, and durable decisions without the total picture.
