Tēnei tūranga – About the role

The Policy Capability team is situated in the Office of the Deputy Secretary Building Resources and Markets (BRM) and supports all policy professionals across MBIE.

MBIE’s Policy Capability programme focuses on building the skills, tools, processes and enablers required to deliver high-quality policy advice consistently to Ministers and ensure delivery of the Te Ara Poutama quality assurance panels and the Regulatory Impact Analysis panel reviews.

The programme is led by a Director Policy Capability responsible for policy capability, supported by the Senior Advisors and Coordinators in the team.

The Senior Advisor Capability supports MBIE’s policy capability by contributing to and driving continuous improvements to MBIE’s policy capability initiatives. This includes:

  • Supporting the development and implementation of new policy capability initiatives with a particular focus on Regulation compliance and guidance.
  • Contributing to the refresh of MBIE’s policy training, working closely with Policy Directors and learning specialists.
  • Making continuous improvements to existing policy training offerings, materials and delivery in collaboration with the Director Policy Capability.
  • Leading on MBIE’s internal policy quality assurance processes and regulatory impact analysis panels, including updates to internal guidance and training materials and running training for panel chairs, members and coordinators.
  • Leading on the collection of data for MBIE’s internal policy quality assurance processes and the reporting of results and key observations to senior leaders.
  • Leading on internal communications on the policy capability programme, including the design and dissemination of the monthly newsletter.
  • Leading on the redesign and maintenance of the Policy Place intranet pages content and structure in collaboration with the Director Policy Capability.
  • Supporting the establishment and maintenance of any policy communities of practice across MBIE.
  • Assisting with contract management as required.
  • Providing coaching and mentoring to the Policy Capability Coordinators.
  • Acting as coordination backup to the Policy Capability Coordinators for the programme as required.

Personal specifications

  • Thorough understanding of regulatory systems and frameworks particularly driving understanding and compliance with regulatory changes in coordination with the Ministry for Regulation.
  • Strong knowledge and experience of regulatory impact analysis requirements.
    • Knowledge and understanding of the policy profession.
    • Ability to chair and produce reports for quality assurance and regulatory impact analysis panels.
    • Experience in the identification, development and delivery of learning and development and capability building initiatives.
    • Experience working within and across government agencies.
    • Excellent relationship management skills.
    • Ability to develop trust and credibility with senior leaders.
    • Competent and confident with a wide range of administrative and reporting systems and processes.
  • Significant proficiency with Microsoft Office applications and general troubleshooting.
  • Experience with learning management systems and/or Intranet platforms highly desirable.
    • Willingness to work in a flexible and dynamic environment.
    • Ability to use initiative and work independently.
    • Ability to work effectively across teams.

Responsibilities for this position are expected to change over time as the Ministry responds to changing needs. The incumbent will need the flexibility to adapt and develop as the environment evolves. The key responsibilities of the Senior Advisor Capability are listed below.

Contributes to MBIE’s Policy Capability initiatives

  • Supports the development and implementation of new policy capability initiatives.
  • Contributes to the refresh of MBIE’s policy training, working closely with Directors and learning specialists.
