Tēnei tūranga – About the role

The Corporate Digital Shared Services group enables MBIE through providing operations and transactional services. This role is hosted within the Digital Services & Operations Group and reports of the Head of Response.

The Digital Services & Operations Group:

  • manages digital operations across MBIE, including the management and administration of hardware, software, and network infrastructure
  • maintains enterprise-wide operational integrity
  • manages the ongoing development of all digital production and pre-production environments
  • ensures the integrity, performance, and operational readiness of the production environments
  • manages all MBIE digital and technology vendor / supplier relationships.

The Senior Business Analyst Disaster Recovery is responsible for planning, implementing, and testing Disaster Recovery plans for the ICT Infrastructure and all applications, and incorporates new components into Disaster Recovery Plans to ensure that MBIE maintains an efficient fit for purpose disaster recovery practise.

The Senior Business Analyst Disaster Recovery will work closely with the Principal Advisor Service Continuity, who is also responsible for the planning, implementation and testing of IT Business Continuity plans across the whole MBIE ICT environment.

Service Continuity and Disaster Recovery operations include, and are not limited to, supporting the development of Disaster Recovery services and maintenance of disaster recovery response plans, including the exercising, testing, review and maintenance of these plans, risk analysis, staff training and the oversight of backup arrangements.

MBIE’s technology architecture is mixture of Cloud and ‘on premise’ systems with ‘on premise’ systems transitioning to cloud environments. MBIE services are underpinned by cellular, wide-area and international networks that support a number of businesses and offices around the world. These services are supported by external Managed Service Providers (MSP’s) and internal technology staff.

Ngā herenga – Requirements of the role

Personal specifications

  • Experience and knowledge of enterprise-wide service continuity and Disaster Recovery planning frameworks and operations.
  • Knowledge and experience of service continuity cloud technologies and architecture, cloud security best practices, identity management, encryption and access controls.
  • Proven ability to effectively document service continuity operations and Disaster Recovery best practise, Disaster Recovery procedures and plans.
  • Knowledge of the Service Continuity standards such as the ISO 22301 and COBIT Service Continuity Management Practices, including frameworks such as the Business Continuity Institute (BCI), ITil, New Zealand Information Security Manual (NZISM), Protective Service Requirements (PSR) and Public Records Act (PRA).

Experience in the development and presentation of disaster recovery advice and recommendations to senior management including Disaster Recovery planning frameworks, RTO/RPO, backup strategies, and failover mechanisms.

  • Analytical Thinking and ability to assess legacy Disaster Recovery solutions and recommend migration paths for use of cloud based native patterns. g. lift-and-shift or re-platform, refactor.
  • Proficient in the use of M365 tools, production of management reporting and analysis of monitoring platforms, i.e. LeanIX application management tool.
  • Ability to communicate clearly and succinctly in a variety of communication settings and styles, ensuring technical concepts are tailored to be comprehensible to diverse audiences.
  • Tertiary qualification in a relevant field or extensive comparable experience.
  • Must have the legal right to live and work in New Zealand.

Critical Areas of Success

Maintaining business resilience

  • Ensuring existing Disaster Recovery Plans are regularly reviewed, risk assessed and up to date based on new enhancements or major environment changes.
  • Providing consultation support to staff in the development of their Disaster Recovery Plans for new technology services.
  • Performing risk analysis to architectural system designs to identify single points of failure and to provide advice on high availability cloud-based technology solutions.
  • Co-ordinating the testing of Disaster Recovery plans as required, including the Enterprise Priority Restoration Order exercise and follow up documentation.
  • Providing training – to ensure staff are familiar with the Disaster Recovery plans and their responsibilities as business owner or system owner of an MBIE system.

Ensuring that the Service Continuity model is fit for purpose by:

  • Supporting the Principal Advisor – IT Service Continuity to make proactive improvements to the Service Continuity Disaster Recovery Management Framework such as the development of the Policy and Enterprise Disaster Recovery Planning.
  • Operate Disaster Recovery management schedules, registers and tools as required to ensure continuous Disaster Recovery operations.
  • Ensuring MBIE’s Service Providers perform to expectations through leading and co-ordinating regular performance audits.
  • Maintaining a strong understanding of MBIE’s service technology and how the office uses it.

Deliver the service continuity aspect of the Response Teams work programme:

  • Engaging and partnering with other teams such as the Business Continuity, Technology Operations, Architecture and Cyber Security teams to ensure Disaster Recovery solutions and services are right sized to the needs of MBIE.
  • Participating in technology projects as a subject matter expert for Disaster Recovery.
  • Identifying and analysing the gaps in current Disaster Recovery plans, implementing solutions working with the Principal Advisor Service Continuity.
  • Facilitating small to large size group meetings for technical design, problem solving and task implementation.
  • Providing input on evaluation, selection, implementation, and maintenance of IT systems, ensuring investment in strategic and operational systems includes appropriate Disaster Recovery input.
  • Developing and maintain ongoing relationships with key internal and external stakeholders.
  • Applies, integrates, and uses Te ao Māori and Te ao Māori practices in the work of the Branch and as such MBIE, including tikanga, te reo and an appreciation of the Treaty of Waitangi, Te Tiriti and the Treaty Principles.
  • Foster a customer-focused culture across the Branch.

  • Engages in and contributes to stakeholders’ projects (both internal and external), providing advice and guidance to ensure high-quality technology outcomes are delivered.

  • Can translate technical Disaster Recovery concepts into business language for executives and key partners.
  • Ensures Service Providers are compliant with MBIE Disaster Recovery standards and operations through engagement and regular reviews of Disaster Recovery solutions for MBIE systems.
