The Field Intelligence Officer (FIO) contributes to the work of MBIE Intelligence (MI) and actively identifies, gathers, and develops potential sources of information using a variety of methods to meet tactical, operational, and strategic intelligence requirements. Working within legal and operational parameters, they ensure all relevant sources of information are explored, in order to develop credible intelligence for an identified and tasked intelligence outcome.

The FIO is responsible for building and maintaining effective networks and relationships with key stakeholders. The collection and dissemination of information and intelligence supports MI products which provide unique insights into risk and value decisions across MBIE’s business areas and New Zealand’s national security systems.

A ‘one team’ view means that all members may contribute to the wide spectrum of the MI’s work as needs and development opportunities require.

Personal specifications

  • Sound collection skills with a problem-solving approach and excellent judgement.
  • Strong communication skills, written and oral.
  • Strong interpersonal skills and the ability to develop and maintain effective relationships.
  • Ability to quickly assimilate new information or areas of work.
  • A collaborative and action-oriented approach.
  • Ability to adapt within a dynamic environment.
  • Good organisational skills, with an ability to prioritise and juggle multiple tasks for a range of customers.
  • The ability to gain and maintain a national security clearance.
  • Must be a NZ citizen or hold a residence class visa (if the role is located in New Zealand). 
  • Must have the legal right to live and work in the country in which this position resides (if the role is located outside of New Zealand).
  • Must have a current driver's license.

The following skills and experience may be an advantage:

  • Understanding of MBIE’s economic and social operating environment.
  • Tertiary qualification or comparable relevant experience in regulatory enforcement, intelligence, defence, law enforcement or collections in a comparable role.

Delivery of intelligence products and services

  • Produce timely and actionable documents in accordance with standard operating procedures and best practice.
  • Delivery of services, products and programmes that actively support and contribute to the achievement of the Ministry’s outcomes and that deliver to the needs of internal and external stakeholders.
  • Demonstrated knowledge of briefing key staff and decision makers on collections activities and in relation to significant operations, events, groups, and people of interest.
  • Identifies appropriate operational solutions to MBIE wide issues, including maximising real time intelligence opportunities to initiate, drive and inform investigations.
  • Identifies patterns, issues, and trends to support investigating officers and intelligence analysts.
  • Provides early risk identification, offers solutions operational planning and interventions along with provisions of advice to staff at all levels on collections plans, processes, and requirements.
  • Work as one national team, supporting each other to deliver intelligence products.

Gather and develop information

  • Develops information collection plans and oversee collection planning to reflect the business requirements.
  • Identifies intelligence gaps and work with relevant partners to ensure these are met.
  • Analyses intelligence requests to identify the most appropriate operational solution.
  • Undertakes intelligence enquiries in line with relevant policies and legislation.
  • Undertakes enquires, spanning a wide range of potential information and intelligence areas and identifies trends and patterns that require follow up investigation.
  • Develop all relevant sources of information, including identifying opportunities for further information gathering.
  • Undertakes enquiries, specifically those of importance to the Intel unit’s primary customers.
  • Identifies and develops new sources of information and intelligence.
  • Develops information obtained through intelligence networks.
  • Seek intelligence opportunities through the identification of trends and patterns.

Relationship management

  • Work closely with Intelligence Managers, Intelligence Analysts, and Intelligence Support Analysts to execute collection priorities.
  • Maintains close liaison with other Field Intelligence Officers to ensure best practice is sustained and consistent.
  • Identifies and fosters important partnerships and collections opportunities.
  • Develops and maintains strong working relationships with key stakeholders and intelligence partners, and MBIE business partners.

Record keeping

  • Supports the maintenance of a national open sources and agency contacts database.
  • Demonstrated ability to keep records to best practice and current disclosure standards.

Wellbeing, health & safety

  • Displays commitment through actively supporting all safety and wellbeing initiatives.
  • Ensures own and others safety at all times.
  • Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
  • Reports all incidents/accidents, including near misses in a timely fashion.
  • Is involved in health and safety through participation and consultation.
