Tēnei tūranga – About the role
The Digital Data and Insights (DDI) group leads, connects and strengthens MBIE's core data and insights, digital and technology capabilities. The Manager, Capability is a team manager position in the Data Strategy and Knowledge (DSK) branch of DDI.
The role is one of the leadership team roles within the DSK branch. These roles are collectively responsible for supporting the Chief Data Officer in setting the strategic data roadmap for MBIE, leadership of the branch and building the overall capability of the branch.
The Manager Capability in Data Strategy and Knowledge is responsible for driving the adoption of new ways of working and lifting MBIE’s information and data capability.
The Manager Capability will:
- Build MBIE’s skills and awareness and promote a culture that is data-driven and evidence-based.
- Support information and data best practice through user-centric design and education.
- Grow MBIE’s talent pipeline through information, data and digital graduate and internship programmes.
- Collaborate with and support colleagues in the DSK leadership team to design and deliver MBIE’s data strategy and achieve Branch goals.

Personal specifications
- Experience in motivating others to learn and leverage information, data and knowledge solutions.
- Strong understanding of the evolving data and information system and the role of evidence-enabled decisions in government.
- Strong interpersonal skills including the ability to form trusted relationships and communicate to different stakeholder levels.
- Understanding of human-centred design and user experience principles to enable education and communication.
- Excellent communication skills – verbal, written and visual, and business and technical writing.
- Ability to challenge the status quo, introduce new ways of looking at problems and adopt creative new approaches.
- Proven experience in managing people and teams.
- Tertiary qualification in a relevant field or extensive comparable experience, and a commitment to ongoing professional development.

Takohanga tuhinga o mua – Key accountabilities and deliverables
Responsibilities of this position are expected to change over time as the Ministry responds to changing needs. The incumbent will need the flexibility to adapt and develop as the environment evolves.
Critical areas of success
Lead the Capability team’s work programme to drive the adoption of new ways of working and promote information, data and digital best practice across MBIE through education and communications.
- Shapes the DSK Capability work programme and leads the team to facilitate its successful delivery.
- Owns the delivery of initiatives under the Empowered by Data Roadmap to grow MBIE’s data culture and talent.
- Supports the ongoing development of MBIE’s data strategic roadmap ensuring it remains current to MBIE’s business needs.
- Leads engagement with MBIE people and areas to understand their needs and facilitate design and delivery of fit-for-purpose training and guidance to enable people to grow their data, information and digital capability.
- Creates and maintains a catalogue of available services and ensures that delivery meets agreed service levels.
- Enables interns and graduates to join MBIE’s data and digital workforce through relevant programmes, including GovTech Talent and Analytics and Research in Government.
- Ensures the application, integration and use of Te ao Māori practices in the work of the team such as tikanga, te reo and an appreciation of Te Tiriti.

Apply sound general management practices so that the team operates effectively and efficiently, and delivers agreed outputs to support achievement of MBIE outcomes.
- Develops strategies, work programmes and performance targets for the team, with supporting measurement, monitoring and reporting mechanisms.
- Aligns the team’s work programmes with MBIE’s strategic direction and other groups’ work programmes.
- Monitors and adjusts work programmes through the agreed processes to adapt to changing circumstances.
- Regularly monitors and reports on progress towards achievement of plans and strategies.
- Manages expenditure and resources in line with approved guidelines, budget, deadlines and reporting requirements, with a focus on driving cost effectiveness in the Ministry.
- Builds continuous review and improvement throughout all elements of the branch’s operations.
- Effectively and consistently identifies and manages risk.
Team leadership
Build and maintain a high-performing team that can develop and deliver innovative advice, products and services to support MBIE’s strategic direction.
- Establishes clear accountabilities, expectations and performance standards with direct reports and ensures regular performance management and development occurs.
- Monitors individual, team and branch performance to ensure that performance targets are met.
- Anticipates future capability needs in the branch, identifies gaps in capability and addresses these gaps through targeted recruitment and development or other actions.
- Coaches, mentors and develops staff to meet the needs of MBIE now and in the future.
- Identifies and develops talent for key roles in the branch.
Relationship management
Manage constructive working relationships with work colleagues and other stakeholders to enhance understanding and cooperation needed to achieve desired results.
- Participates as an active team member and contributes knowledge and expertise needed to achieve MBIE’s outcomes.
- Develops effective working relationships with key internal partners and other MBIE managers and staff in order to transfer knowledge and learning from the branch to the wider organisation.
- Represents whole-of-Ministry views and protects its reputation in external interactions.
- Builds and maintains effective relationships and partnerships with other organisations to identify and share best practice information and enable collective action towards common goals.
- Tests the effectiveness of stakeholder relationships using a range of appropriate measures and processes (including stakeholder feedback).
