As a Lead Domain Analyst in the Data Service Delivery unit within the Data, Insights and Intelligence (DII) branch, you will use your extensive knowledge and experience to collect, manipulate and interrogate data to deliver robust analytical outputs and perceptive quantitative insights and evidence that support MBIE senior leadership, Ministers and other key stakeholders, and statistical products and services MBIE provides to the government data system. You will have established deep knowledge or technical expertise across multiple domains or subject matter areas, with significant experience in the fields of data analytics, statistical modelling and/or forecasting/prediction.

You will be adept at translating complex requirements into effective solutions which have a significant impact on the perceived value of the DII branch. You will lead and manage portfolios and projects through to completion to solve system-wide challenges. Your pride in your work will mean you are creating forward-thinking and innovative analytical solutions that will best serve the branch, our customers and the wider MBIE.

You will be responsible for ensuring quality and consistency of advice and practices within the Data Service Delivery unit. This includes providing thought leadership and professional practice expertise, as well as mentoring and coaching.

You will be required to work collaboratively across domains and support and lead the implementation of Te Mātahi, MBIE’s Data Strategy.

Personal specifications

  • Demonstrated in-depth experience in using a range of analytical methodologies and latest developments in techniques and practices.
  • Strong quantitative and quantitative skills.
  • Experience in managing, leading, coaching and mentoring others.
  • Strong relationship management and confident communicator at all levels.
  • Understands the Ministry’s role and strong understanding of the mechanics of government.
  • Demonstrated experience in the public sector would be advantageous.
  • You will be required to work across different teams and domains as needed.
  • You must have the legal right to live and work in New Zealand and be able to satisfy the Ministry’s security clearance requirements.

Qualifications

  • A relevant post graduate tertiary qualification. Qualifications in data analytics, statistical modelling and/or forecasting/prediction are desirable.

Analytical activities

  • Critically synthesises information from a wide variety of domains to build subject matter/domain matter expertise.
  • Applies advanced system, strategic and critical thinking, clear and logical reasoning and sound judgement to analyse evidence and issues.
  • Leads, scopes, shapes, plans and manages complex analytical projects to deliver high quality strategic analysis.
  • Produces clear, accurate, well-reasoned, insightful analysis products and clearly and succinctly communicates issues and concepts.
  • Partners with others in the development of policy advice and the production of briefings (oral or written) for internal clients, Ministers, Cabinet, Parliamentary Select Committees and other stakeholders.
  • Proactively collaborates with clients/users to develop a strategic view of medium and long term needs and analyses issues in a strategic and system context.

 Domain management

  • Actively leads multiple and/or complex pieces of work concurrently, and independently plans and manages workload to meet the needs of responsible domain Policy General Managers.
  • Leads engagements with clients and stakeholders to shape projects, including developing viable options; analysis and evaluation, and monitoring and reviewing processes.
  • Critically synthesises information from a wide variety of domains and uses in-depth knowledge of the subject area and advanced technical skills to draw conclusions.
  • Uses sophisticated project planning and management techniques to effectively carry out agreed work programmes, using initiative to resolve most conflicts, manage risks and coordinate work with others.
  • Takes a leadership role in cross-MBIE and cross-government projects.
  • Works in partnership with the manager to deliver on work programme, within the resources available and provides timely reports on progress.
  • Effectively and consistently identifies and manages risk, highlighting potential problems/risks well in advance and proposing solutions.
  • Manages all operations, processes and strategies within their domain. Responsibilities typically include:
    • Developing and implementing strategic plans to meet the goals and objectives of the domain.
    • Managing teams within the domain, providing guidance and support to ensure efficient operation.
    • Identifying areas of improvement in processes and implementing changes to increase efficiency and productivity.
    • Communicating domain goals, plans and progress with senior management and other stakeholders.
    • Overseeing the budget for their domain.
    • Identifying potential risks within the domain and creating strategies to mitigate these.

People Leadership

  • Leads project teams and understands and utilises the capability of team members to deliver high quality project outputs.
  • Supervises, guides, coaches and mentors and provides on-the-job training for team members.
  • Provides intellectual leadership, bringing new ideas, techniques and knowledge and contributes to analytical conversations across the organisation.
  • Fosters an open, collaborative environment that encourages quality, innovation, on-going learning and knowledge sharing within the team and across MBIE.
  • Leads a quality assurance culture to ensure the integrity, robustness, and utility of analytical deliverables.

Capability development

  • Takes responsibility for own professional development of core, transferable analytical skills and seeks opportunities to learn.
  • Uses peer review as a capability development method by ensuring quality, validity, accuracy and consistency of methodologies and results; and considering whether analysis appropriately takes account of relevant political and institutional contexts.
  • Supports the manager, domains and the branch in the development of other staff transferring skills and knowledge through training, coaching, and leadership on all stages of the project lifecycle.

  • Builds rapport with a diverse range of internal and external stakeholders at all organisational levels.
  • Balances different domain needs in the work program.
  • Draws upon multiple relationships to exchange ideas, resources and knowledge.
  • Uses relationship management skills to ensure research and/or evaluation task is relevant, and findings are being well-utilised.
