Tēnei tūranga – About the role

The Senior Advisor Portfolio works with the Manager Operations Portfolio Office and the Principal Advisor Business Operations to provide operational and specialist initiative advisory and process support to Te Whakatairanga Services Delivery (TWSD). The Senior Advisor Portfolio will guide business leads through TWSDs Koru process by providing facilitation and support to business leads to develop robust initiative scoping, shaping and planning to enable the Senior Management team to make efficient, high-quality decisions about progressing business initiatives which are well rationalised and aligned to the TWSD and MBIE strategies.

The Senior Advisor Portfolio will support business leads to meet requirements of group and organisational practices, guidance and processes. In addition, they will uplift capability of business leads and initiative resources across TWSD and contribute to the uplift in understanding of process and delivery of strategic and operational initiatives.

Personal specifications

  • Experience in facilitating meetings and workshops using a range of tequinques, tools and frameworks to explore ideas including, problem analysis and identification, opportunities, customer experience and segmentation, solutioning, objectives, benefits, measures and outcomes. 
  • Experience in providing sound advice to senior leaders, preferably in relation to busienss change, continous improvement or project establishment.
  • Experience in supporting delivery of group-wide quality processes and strategies designed to improve productivity and delivery of excellent customer service, with a focus on programmes that deliver new services and continuous improvements in operational delivery.
  • Experience with business and impact analysis, the application and use of a variety of project management tools and methodologies, and sound working knowledge and understanding of corporate management disciplines and techniques 
  • Is recognised as a trusted advisor of business owners, challenging perspectives so the business can think through the implications of their decisions to assure impactful outcomes
  • Sound knowledge and understanding of the machinery of government and relevant operating procedures and policies that apply within the state sector
  • Proven ability to quickly identify, establish and build trust, credibility and strong working relationships with a diverse range of colleagues, customers and stakeholders at all levels
  • Excellent communication skills – written and verbal – with the ability to tailor to people at all levels (i.e. from technical specialists to the general public)
  • Proven ability to to grasp and synthesise the ideas, analysis and advice of other experts.

Qualification

  • Tertiary qualification in a relevant field or equivalent experience.

  • Must be a New Zealand citizen or Permanent Resident Class visa holder.

Business Analysis Advice and Support

  • Delivers timely, well-reasoned and pragmatic advice to –their business leads and people leader, which is critical to the development and maintenance of the unit’s strategy and operations
  • Provides strategic and operational advice across TWSD to support the development and delivery of initiatives and projects; including technology, policy, process and procedures across TWSD and the Ministry
  • Provides well articulated and reasoned advice that recognises the choices and constraints of decision makers, anticipating needs, predicting and planning for potentially controversial issues; presenting frank advice at all times
  • Leads and contributes to the production of high quality memoranda/papers on proposals for change to identity systems, settings and processes 
  • Synthesises information from a wide variety of domains, using expert knowledge of business operations to deliver practical advice that incorporates cross-system views
  • Communicates complex issues and concepts clearly and succinctly to ensure optimised engagement and an improved understanding of the functions of regulatory services amongst stakeholders
  • Understands and analyses complex issues and business needs, translating them into specific requirements and deliverables
  • Facilitation of groups and individuals to explore ideas, pain points, gaps and solutions ensuring accurate capture of discussions and actions for reference and futher development
  • Demonstrates a structured and pragmatic approach to analysis, including working with stakeholders to develop, interpret and validate the results
  • Ability to tailor advice on relevant matters, taking into account business needs such as assessment of risk, timeliness, workflow volumes and availability of resources.

Relationship Management 

  • Builds and maintains close working relationships with business leads to guide analysis, identify opportunities and issues and enhance team capability 
  • Role models good practice to support capability uplift across the group, particularly in relation to initiative scoping, shaping and programme design and delivery
  • Leverages opportunities to build and maintain strong working relationships and partnerships with stakeholders in order to deliver opportunities for collaboration and innovation 
  • Works with other subject matter experts and comunites of practice to maintain an up-to-date understanding of developments in TWSD’s regulatory services
  • Works with other members of the wider Operations Portfolio Office team leveraging shared experience, capability and taking a collaborative approach to the TWSD portfolio, particularly in relation to invesment and asset planning, benefits monitoring, reporting, business and work programme planning and change management.
