Tēnei tūranga – About the role
The Head of Enterprise Portfolio Management Office (EPMO) is responsible for building and maintaining high quality solution development capability and expertise to support project / programme delivery across MBIE. This role also has oversight of the MBIE Portfolio Management Office which takes an enterprise wide view of MBIE project and programme delivery. The role supports MBIE to effectively lead projects, establish standards, lift capability, optimise resource deployment and provide a community of best practice.
The role will ensure the successful delivery of digital solution expertise across the Business Analysis, Test Analysis, Functional Consulting and Project Planning and Business Performance functions. The role plays a key leadership role supporting the successful outcome of digital project and programmes across MBIE and partners with the Chief Technology and Security Officer to ensure technical solutions fit within MBIE's future digital direction.
The Head of EPMO is also responsible for the monitoring and oversight of MBIE's technology related pipeline projects to ensure that they are efficiently delivered with project benefits fully realised. The role is a key partner in the delivery of MBIE's digital transformation, and the effective delivery of MBIE's digital and technology related programmes / projects.

Personal specifications
- Proven experience working effectively within and leading across different project delivery disciplines, including technical, systems / software implementation and upgrade, digital projects and teams who deliver in a large and complex ICT operating environment.
- Expert knowledge of ICT environments, business practice and systems.
- Experience in developing effective risk management and benefit management strategies and processes.
- Experience in developing effective solutions to solve complex organisational problems under time constraints.
- Ability to demonstrate skills and abilities in managing the development of highly skilled professional ICT resources across a number of disciplines.
- Proven leadership skills including demonstrated ability to engage and motivate staff and an ability to build a strong high performing team in a complex organisation.
- Proven track record in resourcing, workforce and capability optimisation to support short, medium and long term projects and programmes
- Demonstrated understanding of medium to long-term technology trends and the implications for heavily digital and technology dependent organisations.
- A passion for emerging technology, and evaluating how it can benefit and enhance organisations and customers/users experience.
- Proven ability to remain up-to-date on key technical changes and opportunities in their specialist area and proactively use this to continuously improve MBIE services.
- Strong understanding of the processes and systems that underpin operations of the public sector environment.
- Proven ability to proactively lead and build a sense of common purpose, while actively looking for opportunities to build engagement and commitment within the group and across MBIE.
- Ability to lead through influence, set a clear vision, and move others toward a common vision or goal.
- Demonstrated ability to develop trust and credibility with senior leaders and stakeholders.
Qualifications
- Tertiary qualification or extensive and comparable relevant experience at a senior management level in the public and private sector.
Pre-requisites for the position
- The ability to obtain / maintain a Top Secret security clearance.
- To be considered for this position you must have the legal right to live and work in New Zealand.
- Must consent to and satisfactorily complete a credit check as the position holds financial delegations.

Critical Areas of Success
- Lead delivery of digital solution expertise across the Business Analysis, Test Analysis, Functional Consulting and Project Planning and Business Performance functions.
- Provide advice to the Chief Technology and Security Officer, Chief Data Officer and General Manager Digital Services and Operations to support the development and implementation of digital enablement strategies for each business group.
- Ensure all MBIE technology related pipeline projects and MBIE wide digital transformation programmes are efficiently monitored with project benefits fully tracked.
- Ensure the development of portfolio, programme and project management policies, processes and practices that support and drive effective project management outcomes.
- Ensure effective oversight of portfolio performance (including milestones, finance, risk and issue tracking, quality control, benefits tracking) to support performance improvement.
- Work closely with Finance and Performance and Strategy and Assurance teams to ensure that the MBIE investment pipeline is compete, updated and monitored.
- Provide key input into various governance boards i.e. FIC and DGB where appropriate.
- Ensure delivery of programme and project resource demand profiling, including risk management decisions, that support project planning and delivery.
- Ensure an effective delivery resourcing model and sufficient capability is available to provide expertise to projects / programmes.
- Drive the commercial and economic performance of ICT within MBIE through leadership of the ICT procurement, contract and vendor management functions.
- Provide expert advice on the opportunities and challenges underpinning the strategies.
- Implement frameworks, operational procedures and working practices that will support high quality delivery.
- Build centres of practice leadership for all project management and digital solution related disciplines to ensure consistency and development of best practice across the CDSS group.
- Ensure stakeholder engagement is prioritised and effective throughout projects.
- Engage in a systematic and integrated way and share information with sectors that share strategic interests.
- Foster a customer-focused culture across the Branch.
Collective Leadership
- Work collaboratively with other members of the Strategy, Technology and Security Leadership Team to support achievement of MBIE outcomes
- Take collective responsibility for the cohesion and performance of MBIE as a whole and provides peer support to other senior managers, managers, stakeholders and practitioners.
- Work collaboratively with the Strategy, Technology and Security Leadership Team to define the outcomes and outputs expected to deliver on MBIE's strategic direction.
- Participate collaboratively as a member of the Strategy, Technology and Security Leadership Team to ensure the development of sustainable organisational capability, and achieve expected efficiency benefits and ongoing improvements in cost effectiveness.
- Contribute beyond the core functional area to enhance the overall effectiveness and impact of the CDSS Group.
- Ensure consistency and alignment between different teams in MBIE and promote solution seeking where there are legitimate differences.
