Tēnei tūranga – About the role
The Chief Technology and Security Officer (CTSO) is a senior position in MBIE and has singular oversight over MBIE’s IT, Strategy, Architecture, Security and Delivery functions. These components make up the Plan, Design and Build functions of technology for MBIE.
The CTSO will provide strategic leadership on the future direction for MBIE’s digital and technology road map. This will ensure Strategy, Architecture, Security Technology and Delivery functions are integrated, aligned and fit for MBIE’s current and future objectives.
MBIE is a key player in the wider system of government and needs to leverage off the learnings of others, partner when it is appropriate and to lead when it is needed. This role will work with our Government partners and stakeholders to share and use information and capability, learn and continuously improve across the system of Government to benefit this system and as such MBIE.

- Proven team and enterprise leadership capability with the ability to set clear vision, accountabilities developing a positive, proactive and collaborative culture. The ability to get the best out of teams and hold people to account.
- Customer focussed with the ability to work collaboratively at a senior level to blend customer needs and IT support and systems which enables the best outcome for customers and the enterprise.
- Proven and extensive experience in the strategic management and leadership of part of a large and complex organisation in a senior strategic ICT leadership role.
- Proven success in a senior management position (ideally at SLT level.):
- Working collaboratively as a member of a leadership team with a shared organisational vision and goals.
- Strategic leadership, management and change.
- People leadership and management.
- Experience developing and leading large-scale transformational programmes within a complex multi-disciplinary environment.
- Expert knowledge of technology, management and cyber security environments including business best practice principles, disciplines and systems.
- Wide ranging knowledge of medium to long-term technology, AI and security trends and the implications for heavily digital and technology dependent organisations.
- Advanced strategic thinking ability, including demonstrated experience working effectively within and leading across different project delivery disciplines, including technical, systems / software implementation, IT System transformation and upgrade and digital projects.
- Proven ability to work collaboratively, with advanced interpersonal and relationship management skills.
- Proven ability to engage and influence senior staff, providing appropriate challenge when necessary.
- Demonstrated understanding of the global security challenges facing New Zealand in particular Government departments, the drivers behind the implementation of Protective Security Requirements and the New Zealand Information Security Manual.
- A passion for emerging technology including AI and evaluating how it can benefit and enhance organisations and customers/users experience.
Qualifications
- Tertiary qualification or extensive and comparable relevant experience at a senior management level in the public and private sector.
Pre-requisites for the position
- The ability to obtain / maintain a Top Secret security clearance
- To be considered for this position you must have a legal right to live and work in New Zealand.
- Must consent to and satisfactorily complete a credit check as the position holds financial delegations.

Critical areas of success
- Provide strategic advice to MBIE’s Chief Executive and Senior Leadership Team in order to maximise MBIE’s current and future investment in technology, cyber security, delivery and AI enablement.
- Providing an enterprise view of MBIE’s technologies to help MBIE’s Senior Leadership team navigate and balance strategic and operational risks with potential technological opportunities to support MBIE with achieving its business goals through development and maintenance of a digital Blueprint.
- Ensuring that an integrated approach is taken across MBIE’s IT, Strategy, Architecture, Security, Resource and Delivery functions when finding solutions to MBIE customer needs and reduce the risk of commissioned work in these areas escaping architectural oversight and driving harmonisation of the MBIE’s technology, security and AI environments.
- Accountable for upholding MBIE’s digital information security responsibilities to support meeting the Government’s Protective Security Requirements and compliance with the New Zealand Information Security manual
- Accountable for the delivery of an integrated, customer-focused IT and security strategy and design function.
- Leading the development of MBIE’s strategy and approach on the use of AI.
- Leading and supporting the development and implementation of a multi-year investment strategy including retirement and replacement of ICT assets/systems, driving harmonisation of the MBIE’s technology and security environment and ensuring Government Chief Digital Officer engagement on large and/or high risk (digital technology) investments.
- Ensuring that the strategy can be executed and will flow through to Digital and Programmes and Enterprise Portfolio Management Office.
- In collaboration with Finance, lead the development of plans and processes for accounting, budgeting, charging of digital and technology resources and services including the definition of cost models and charging models.
- Work with the Government Chief Information Officer and other government agencies to influence the future direction of technology used in government and its applicability to MBIE.
- Responsible for all aspects of MBIE’s cyber security and maintains a central view across MBIE’s cyber threat vulnerability ensuring effective risk management, monitoring and response and ensuring there is a programme in place to substantially improve MBIE’s cyber risk posture.
- Provide strategic direction to the Head of Enterprise Portfolio Management Office to ensure all MBIE technology related pipeline projects, are efficiently delivered with project benefits fully realised.
- Lead the technical alignment of MBIE’s digital, technology, security and AI strategies ensuring that they are integrated and aligned to and support MBIE’s overall strategic intentions and that of the Government Chief Digital Officer.
- Oversee the delivery of a centralised digital solution expertise across the Business Analysis, Test Analysis and Functional Consulting functions.
- Sponsor significant MBIE wide digital transformation programmes.
- Represent the views and aspirations of MBIE in national forums.
Strategic Leadership and Direction
- Contribute to the leadership of the Corporate and Digital Shared Services (CDSS) group as a member of the CDSS leadership team
- Provide organisational leadership and stewardship through participation in CDSS strategic development and Governance processes.
- Lead the strategic development of CDSS work programme to align with and support the MBIE’s strategic direction and adopt a business-like and customer centric culture.
- Set the strategic purpose for MBIE and establish and socialise the purpose and character with staff, and set expectations for MBIE to ensure it meets its objectives.
- Guide, challenge and consult the organisation towards both economic decision making, value generation, a common understanding of business opportunities and their consequences.
- Work collaboratively with other Tier 3 Managers across the MBIE and CDSS to drive coherent system wide outcomes.
Collective Leadership - Work collaboratively with other members of the Corporate and Digital Shares Services Leadership Team to support achievement of MBIE outcomes
- Build centres of practice leadership for all architecture, AI and technology related disciplines to ensure consistency and development of best practice across the CDSS group.
- Leading and building a strong security culture where all MBIE people have a high degree of security awareness and good security practises become an integral part of how MBIE operates.
- Participate collaboratively as a member of the CDSS Leadership Team to ensure the development of sustainable organisational capability and achieve expected efficiency benefits and ongoing improvements in cost effectiveness.
- Take collective responsibility for the cohesion and performance of MBIE as a whole and provides peer support to other senior managers, managers, stakeholders and practitioners.
- Work collaboratively with the CDSS Leadership Team to define the outcomes and outputs expected to deliver on MBIE’s strategic direction.
- Contribute beyond the core functional area to enhance the overall effectiveness and impact of the CDSS Group.
- Ensure consistency and alignment between different teams in MBIE and promote solution seeking where there are legitimate differences.

- Aligns Technology and Security work programmes with MBIE’s strategic direction and other groups’ work programmes.
- Monitor and adjust work programmes through the agreed processes to enable Technology, IT, Strategy, Architecture, Security and Delivery to adapt to changing circumstances.
- Regularly monitor and report on progress towards achievement of plans and strategies.
- Manage expenditure and resources in line with approved guidelines, budget, deadlines and reporting requirements, with a focus on driving cost effectiveness for MBIE.
- Effectively and proactively identify and manage risks; build continuous review and improvement throughout all elements of Technology, IT, Strategy, Architecture, Security and Delivery operations.
