Tēnei tūranga – About the role

The Field Intelligence Officer (FIO) is a team member position in MBIE. The Field Intelligence Officer will bring their business understanding and perspective to work in partnership with their manager and other staff. The FIO contributes to the operations of the wider Intelligence Unit which works with MIU’s primary MBIE customers.

The role actively gathers and develops information, utilising a variety of methods to meet tactical, operational, and strategic intelligence requirements. Working within legal and operational parameters, they ensure all relevant sources of information are explored, to develop credible intelligence for an identified and tasked intelligence outcome. The role is a key liaison person in the field (regions) and is responsible for collecting and disseminating information and intelligence in support of intelligence products which provide unique insights into risk and value decisions across MBIE’s regulatory and New Zealand’s national security systems.

The Field Intelligence Officer is responsible for building and maintaining effective networks and relationships with key stakeholders. The Field Intelligence Officer is required to work on several enquiries, specifically those of importance to the Intel unit’s primary customers. The Field Intelligence Officer may be required to work flexible hours, including away from home for short periods, as operational requirements dictate.

  • Understanding of MBIE and where the team fits in delivering outcomes for the Ministry.
  • Tertiary qualification, preferably in a relevant field, or comparable relevant experience in immigration, intelligence, or law enforcement.
  • The ability to gain and maintain a national security clearance as required.
  • Must be a NZ citizen or hold a permanent residence class visa (if the role is in New Zealand).
  • Must have the legal right to live and work in the country in which this position resides (if the role is located outside of New Zealand).

Indicators of success

Gather and develop information:

  • Develop information collection plans and oversee collection planning to reflect the business requirements.
  • Proactively identify intelligence gaps and work with relevant partners to ensure these are met.
  • Analyse intelligence requests to identify the most appropriate operational solution.
  • Undertake intelligence enquiries in line with relevant policies and legislation.
  • Ensure all relevant sources of information are explored, including identifying opportunities for further information gathering.
  • Identify and developing new sources of information and intelligence.
  • Operationalise information obtained through intelligence networks.

Relationship management:

  • Work closely with Intelligence Managers, Intelligence Analysts, and Intelligence Support Officers to execute collection priorities.
  • Maintain close liaison with other Field Intelligence Officers to ensure best practice is sustained and consistent.
  • Identify and foster important partnerships and collections opportunities.
  • Build and maintain strong working relationships with key stakeholders and intelligence partners.
  • Build and maintain key working relationships with MBIE business partners.

Delivery of intelligence products and services:

  • Produce timely and actionable intelligence collection forms (ICFs).
  • Delivery of services, products and programmes that actively support and contribute to the achievement of the Ministry’s outcomes and that deliver to the needs of internal and external stakeholders.
  • Assist in briefing key staff and decision makers on collections activities and in relation to significant operations, events, groups, and people of interest.
  • Identify appropriate operational solutions to immigration issues, including maximising real time intelligence opportunities to support investigations.
  • Identify patterns, issues, and trends to support investigating officers and intelligence analysts.
  • Provide advice to staff at all levels on collections plans, processes, and requirements.

Record keeping:

  • Keep records to best practice and current disclosure standards.
  • Contribute to the maintenance of a national open sources and agency contacts database.
