Tēnei tūranga – About the role

The Team Leader, Performance and Reporting position is a leadership position in MBIE. They will bring their business and data understanding and perspective to work in partnership with other managers and team members.

The team leader is responsible for leading and managing a professional team of Data Analysts, to:

  • Develop strategies for effective data analysis and reporting.
  • Identify impacts on existing reporting structures and systems.
  • Ensure reporting tools are created or updated to support data and reporting delivery services, such as workflow planning tools.
  • Enable knowledge sharing of resources, self-service dashboards and performance reporting to support INZ’s strategic direction.

They will also be required to share a high level of data and reporting knowledge internally and work on, or contribute to, complex pieces of work that require data analysis or reporting.

The Team Leader, Performance and Reporting is responsible for building and enhancing the overall capability of the team to ensure transparency and consistency of data, systems and processes in relation to the team’s work. This role will have specific responsibilities relating to the team’s internal processes, change management and knowledge management.

Personal specifications

  • Ability to lead and manage a team of staff (either has experience or the ability to step up to this role).
  • Knowledge and experience of data analysis and storing, manipulating and retrieving data stored in relational databases.
  • Proven experience working with data, interactive data visualization software products and analysis, preferably in the government.
  • Extensive knowledge of immigration procedures in order to accurately scope and elicit data requirements.
  • Experience modelling various scenarios and processes and identifying impacts and issues, from a reporting perspective.
  • Ability to work with numbers and analyse data trends and patterns in order to support recommendations with quantitative data.
  • Ability to use computer software packages including SAS, Sharepoint, MS Planner, word processing and analytical tools.
  • Understanding of how data is sourced and reports are delivered.
  • Strong ability to coach and mentor others by sharing their own experience and helping to challenge thinking.
  • Ability to work effectively as a member of a team to achieve overall results.
  • Demonstrated experience in developing and maintaining an environment focused on continuous improvement to enhance organisational performance.
  • Ability to quickly identify, establish and build strong working relationships.
  • Excellent written and verbal communication skills.
  • Proven ability to develop trust and credibility with managers and staff.
  • Sound working knowledge and understanding of the machinery of government and relevant operating procedures and policies and decision-making processes that apply within the State Sector.
  • Must be a NZ citizen or hold a permanent resident visa.
  • Credit check required.

Critical areas of success

  • Oversees the day-to-day work of a team of Data Analysts to deliver reporting services in collaboration with the wider Business Performance Team.
  • Provides technical and specialist input into data requests and reports including providing comprehensive analysis, advice and impacts on all aspects of the INZ data and reporting environment.
  • Leads the organisation of design, development and implementation of data reporting service deliverables.
  • Develops clear objectives, performance indicators and key deliverables and evaluates their effectiveness.
  • Delivers regular reports, dashboards and reporting service products that actively support and contribute to the achievement of the Ministry’s outcomes and that deliver to the needs of internal and external stakeholders.
  • Ensures a customer-focused, inclusive and knowledge-sharing culture across the team.

The Team Leader, Performance and Reporting position reports to the Manager Performance and Reporting within the Chief Operating Officer Immigration branch. The branch sits within the Immigration New Zealand group.
