Tēnei tūranga – About the role
The Senior Data Analyst supports Chief Operating Officer branch and other business units with data and reporting requirements to inform decision making across the Immigration system, Parliamentary Questions (PQs), Official Information Act requests (OIAs), media query responses, process changes and implementing improvement initiatives.
The Senior Data Analyst leads and manages data projects and works collaboratively with other analysts, subject matter experts and stakeholders to provide accurate data products in agreed time frames. The Senior Data Analyst is responsible for ensuring quality and consistency of advice and practices in relation to their own work as well as that of other Data Analysts within the team. This includes providing mentoring, coaching and advice as needed.

Personal specifications
- Tertiary qualification in a numerate subject or comparable relevant experience (minimum 3-5 years’ experience).
- Advanced skills in database and analytical tools such as SAS EG, SAS Visual Analytics, and preferably MS Excel and R.
- An understanding of statistical trend analysis.
- Experience in the provision of information solutions and business information to internal and external customers.
- Ability to identify, establish and build strong working relationships, and work effectively as a member of a team.
- Be confident in explaining user needs to senior leaders, and for acting as a persuasive advocate for those needs both within the team and the department at large.
- Good written and oral communication skills including experience shaping messages for different audiences.
- Ability to translate complex and technical information into information easily understood by non-technical staff.
- Organised with good time and task management skills and the ability to manage multiple priorities and demands from stakeholders.
- Demonstrates initiative, sound judgement, accuracy and a sense of urgency when responding to requests.
- Comfortable dealing with ambiguity and changing requirements.
- Ability to self-manage and be personally accountable.
- The ability to gain and maintain a national security clearance as required.
- Must be a NZ citizen or hold a residence class visa.

Delivers quality analysis and reporting results which contribute to the Ministry’s outcomes
- Undertakes data mining activity and complex statistical and pattern analysis.
- Identifies, prepares, and oversees the implementation of data mining algorithms.
- Cleans, links, integrates and transforms data.
- Identifies and collects data and customer insights observations from various key touchpoints e.g. INZ Website, along the migrant pathway.
- Assists in identifying data sources not currently used but capable of adding value or being integrated into to any analysis and for use in INZ System Health and Customer Insights.
- Identifies key customer touchpoints where data is not being collected and establishes new data collection points.
- Develops and maintains business metrics on INZ performance, and applies data analysis techniques to investigate priority business issues.
- Identifies additional analytical techniques and tools to enhance the identification and generation of insights.
- Demonstrates a structured and pragmatic approach to analysis, including working with stakeholders to interpret and validate the results.
- Provides knowledge management and business analysis services, monitoring, evaluating and reporting on outcomes trends, issues and challenges.
- Proactively identifies business issues and conducts deep dive analysis to develop solutions.
- Mentors and coaches other analysts within the team to ensure quality of advice and practices in relation to the team’s work.
- Provides input and advice to Immigration Leadership Team on end to end business process to ensure greatest efficiency and effectiveness.
- Helps develop and implement monitoring processes to assess the effectiveness and performance analytics interventions.
- Reports on data analysis findings and change initiative effectiveness and performance at regular intervals.
- Demonstrates an understanding of sensitivity of information including dissemination, security and handling.
- Delivers information in formal reports and presents verbally in briefings.
- Contributes to measurement frameworks and methodologies that can demonstrate the value of advanced analytics to the department.
