Tēnei tūranga – About the role
The purpose of the Senior Data and Insights Analyst role is to unlock the value of data held by the Business & Consumer branch, with a particular focus on the performance and insights of the Innovation & Business Capability business unit, including change and impact over time.
This role is responsible for operational reporting and data analytics functions, including:
- Leading and maintaining performance data (including the catalogue of in house developed reports) across Innovation and Business Capability operational teams to understand their business performance, processes, and reporting and analytics needs.
- Leading and performing the analysis, design, delivery of reporting functions including business intelligence dashboards and insights to identify how we are performing against our strategy, ensuring we meet ministerial reporting requirements and inform quality decision making within the business unit and across the branch.
- Developing and maintaining longitudinal outcome measures, including baseline definition, follow up measurement, trend analysis, and interpretation of indicators to assess sustained impact over time.
- Identifying opportunities for innovation in reporting and analytics capability by keeping abreast with developments within the IT industry and other parts of MBIE.
- Collaborating with our partners in our internal MBIE technical teams, including CDI and DDI for the design, implementation and ongoing provision and continual improvement of data marts, reporting dashboards and business intelligence services.
- Represent the Business and Consumer Branch in engagements for maintaining, and improvement of, data systems. This may include meetings and workshops with internal and external teams.
- Demonstrating best practice by applying MBIE’s data governance policies and procedures.
- Applying domain knowledge to guide development, uptake, and improvement of reporting and intelligence solutions for regulatory monitoring.
- Mentoring junior team members and training business users.
Ngā herenga – Requirements of the role
Personal specifications
- 5+ years’ experience working with Business Intelligence and analytical tools, principles, methodologies along with a demonstrated commitment to developing and maintaining specialist skills and knowledge in the area.
- Highly developed analytical and conceptual thinking ability.
Advanced knowledge and experience in using reporting and BI tools including Power BI. Strong technical skills including advanced SQL and Cloud solutions. - Significant technical experience in data analysis, data quality management, data visualisation and data governance frameworks.
- Experience with longitudinal analysis, benefits realisation, or outcomes based performance measurement, including the use of time series, trend, or cohort based analysis.
- Ability to translate information and analysis into outputs which are readily interpreted by operational areas.
- Demonstrated ability to gather, manipulate, analyse data, and generate appropriate reports in a timely manner.
- Strong understanding of transactional and reporting databases and Data warehouses.
- Strong written and oral presentation skills. The ability to synthesise business, policy and technical issues and present them with simplicity and clarity that can be understood by a range of audiences.
- Ability to interpret and create data documentation including dictionaries, report catalogues and models.
- Ability to facilitate workshops working with business and technical staff to define data products.

Qualifications and experience
- Relevant tertiary qualification (particularly Computer Science, Maths, Statistics, or Operations Research) or equivalent experience is preferred.
- Relevant work experience.

Data management and systems
- Takes accountability for Innovation & Business Capability Data assets, engaging across all products and services to understand their business drivers and processes and in turn their needs for reports and statistics.
- Maintains an understanding of data architecture and continually looks to improve the data quality and insights capability.
- Develops knowledge of the activities of MBIE and industry about Data management and Business Intelligence.
- Contributes to strategic development of systems, schema, and standards.
- Advocates for the upgrades/improvements/integration with other applications within MBIEs Datawarehouse environment.
- Administers data access to data management tools such as CRMs.
Business intelligence and reporting
- Supports business units to define their audience and design key performance metrics that align to overarching performance metrics and Ministerial commitments.
- Provides ongoing support of existing information products.
- Guides development of performance reporting for strategic alignment, business unit and operating model.
- Identify areas of improvement for our performance methodologies, targets and benchmarks over time, identifying leading and lagging indicators aligned to our risk framework, to ensure we have early warning signals for rapid decision-making.
- Takes a product-based approach and helps guide and champion IBC product vision and strategy.
- Continually looks to improve and enhance the reporting available to drive improved data and insights across the branch.
Projects
- Leads and supports ad-hoc projects that require significant amount of understanding of the Innovation & Business Capability data assets as an SME (Subject Matter Expert).
- Manages deliverables and reports on milestones.
Process improvement
- Develops and maintains documented best practice processes across all data activities.
- Identifies potential performance risks and opportunities and advises the Head of Innovation and Business Capability and Manager Strategic Business Operations.
- Develops knowledge of the activities of MBIE and industry about Data management and Business Intelligence.
- Contributes to strategic development of systems, schema, and standards.
Delivery
- Lead discussions with business users to gather, interpret and then document user requirements using iterative/agile practices.
- Actively and independently plans and manages own projects and workload.
- Adheres to development standards and methodologies including release processes and source code management.
- Mentors other Business Systems Team staff on business intelligence methodologies and best practices.
- Trains users in the use of business intelligence tools.
Relationship management
- Works closely with colleagues (inside and outside of the Business Systems team) to ensure delivery within the end-to-end development process.
- Participates as an active team member and contributes knowledge and expertise needed to achieve MBIE’s outcomes.
- Builds and maintains effective working relationships and partnerships with internal and external stakeholders, as necessary, to identify and share best practice information and to promote the Ministry, its products, and services.
- Represents whole-of-Ministry views and protects its reputation in any external interactions.
