Tēnei tūranga – About the role
The Research and Data Analyst supports the Business & Consumer branch providing analysis to help shape the branch strategic direction and deliver tangible outcomes, especially supporting the Digital Business Enablement team, with a primary focus on eInvoicing and Consumer Data Rights programmes of work.
The Research and Data Analyst:
- Delivers high-quality data analysis, reporting, and insights that inform decision-making and enhance performance.
- Applies critical thinking and scenario analysis to navigate complex challenges and support strategic goals.
- Leads end-to-end research projects, including survey design, deployment, analysis, and presentation of findings.
- Ensures that all insights and recommendations are evidence-based and aligned with business needs.

Personal specifications
- Relevant tertiary qualification preferred and/or comparable experience.
- A good understanding of data and insights practices.
- Highly experienced in MS Excel and Power BI and have experience creating dashboards and reports.
- Able to manipulate large datasets design and develop smart business solutions from complex data sources.
- Able to proactively identify key relationships and possesses an ability to quickly establish and build strong working relationships, through trust and credibility.
- Excellent communication skills. A large part of this role is understanding the needs of our stakeholders and communicating complex ideas to them. Therefore, being confident and able to clearly communicate complex ideas in a way that engages them is a key skill required for this role.
- Must have the legal right to live and work in New Zealand.

Critical measures of success
- Data management and analysis including solving complex problems with efficient and reproducible analytics; statistical/econometric modelling; data visualisation; and statistical/econometric modelling, inference and forecasting/prediction in domains such as complex surveys and time series.
- Applies appropriate analytical methodologies, frameworks and methods of analysis to identify problems.
- Uses a range of evidence including data, research and other information from a range of sources to provide the foundation for evidence-based analysis.
- Research, data and analytics are delivered in the most efficient way and the information provided is accurate and trusted.
- The ability to foster an open, collaborative environment that encourages quality, innovation, and ongoing knowledge sharing.
- Contribute to and support others in the development of policy advice, briefings, research issues for internal clients, Ministers, Cabinet, Parliamentary Select Committees and other stakeholders.
- Continually looks to improve and enhance the reporting available to help drive insights.
- Provides information to key stakeholders in a regular and ad hoc basis to aid thinking and inform decision-making.

- Design and deliver highly usable solutions focused on meeting stakeholder needs while ensuring high levels of data integrity and always with data analytics best practice.
- Find effective ways to extract and manipulate the data available to you and reinvent this into meaningful information which empowers our business users and the wider MBIE.
- Deliver easily consumed solutions, with a focus on continuous improvement of the utility of the Ministry’s data.
- Along with the wider team, adding value to the Ministry by genuinely taking ownership of the solutions it designs and delivers.

- Provide intellectual leadership by bringing new ideas, techniques and knowledge to analytical discussions and supports strategic conversations in the domain area.

- Uses data management techniques to effectively carry out work.
- Contributes to meetings, including where matters are sensitive, or require solutions.

- Prioritises the business needs for the development and implementation of new reporting requirements as and where needed.

- Build strong relationships with managers and teams/managers across MBIE.
- Participates as an active team member and contributes knowledge and expertise needed to achieve team and MBIE outcomes.
- Collaborates with the wider B&C branch to ensure relevant information is shared across teams.
