Tēnei tūranga – About the role
IPONZ maintains the registers of intellectual property interests and contributes to international and national policy setting in relation to intellectual property systems and processes, as well as IP awareness and international engagement and cooperation.
The Manager Business Delivery is a key leadership role within IPONZ.
The Manager Business Delivery works in partnership with the National Manager and the leadership team to drive the strategic direction of IPONZ by developing strategic initiatives, and overseeing the development and implementation of engagement strategies. This includes ensuring their team works in close partnership with IPONZ teams and our Information & Education team at MBIE to deliver the IP promotion, awareness and education work programme for IPONZ. The role is also responsible for leading IPONZ business planning, budget process, measurement, reporting and evaluation of performance and delivery. It is also responsible for ensuring IPONZ key relationships and partnerships, both domestic and international, are well managed.

Personal specifications
- Proven experience working at a senior and strategic level within a complex and challenging environment.
- Strong interpersonal and relationship management skills with the ability to build credible, respected relationships with colleagues and key stakeholders, including senior managers, and people in partner agencies.
- Understands the system, how people and the organisation function and can drive the strategic work programme and influence change as required.
- Applies strong intellectual capability and judgement to analyse large, complex regulatory and policy issues, and readily grasp and synthesise the ideas, analysis and advice produced by others.
- Highly developed analytical and financial skills and the ability to extract information, identify patterns and trends, and integrate information from multiple sources.
- Demonstrated ability to lead a high performing team.
- Proven experience in implementing quality processes and strategies designed to improve productivity and deliver excellent service to customers.
- Ability to inspire and motivate personnel and to provide a challenging and cooperative environment.
- In depth understanding of risk management and project management concepts and techniques.
- Must have the legal right to work in New Zealand.
- Must consent to relevant credit checks.
- Tertiary qualification, preferably in Management or a related discipline and/or comparable relevant experience. Experience in the IP field is not required for this role, but will be considered an advantage.

Strategic focus
- Partners with the National Manager and IPONZ management team peers to drive and implement IPONZ’s strategic agenda.
- Leads or oversees the development of short and long term strategies for IPONZ, including engagement strategies, to ensure alignment with branch, group and agency objectives.
- Translates MBIE and government priorities into relevant strategic initiatives, driving the development of business objectives, strategic and business plans.
- Oversees projects to enhance the overall IPONZ strategic plans.
- Accountable for the function that drives the IPONZ engagement strategy ensuring this is effectively operationalised through internal partners.
- Identifies work programme gaps and opportunities, delivery risks, analysing trends and issues to ensure effective and timely intervention.
- Ensures strategic cohesion across the differing teams within IPONZ, promoting systems thinking.
- Takes the lead of key projects or programmes of work, bringing together working groups of experts resolving issues or driving strategic initiatives to fruition, ensuring alignment within IPONZ, with the branch, group and/or MBIE strategic direction.
- Applies strong intellectual capability and judgement to manage multiple complex projects, analyse diverse complex issues and readily grasps and synthesises the ideas, analysis and advice produced by others.
- Leads complex and ambiguous issues with significant sensitivity and risk awareness, and provides high quality advice that recognises choices and constraints, anticipates needs, predicts and plans for potentially controversial or sensitive issues.
- Proactively identifies IPONZ risks, ensures they are appropriately managed, and change occurs where required.
- Manages the delivery and landing of advice and tasks with senior managers and stakeholders.
- Manages a team of strategic resource to effectively deliver across branch priorities.
Business support management
- Supports the National Manager and works alongside peers in the IPONZ management team in the business planning process for IPONZ aligned with Te Whakatairanga Service Delivery (TWSD) equivalents, informed by the organisational priorities and actions set by the branch, ensuring synergies and inter-dependencies are managed.
- Leads business advisory process improvement to ensure advisory support functions are efficient and effective for IPONZ.
- Identifies strategic issues emerging from external and internal influences, projects and identified opportunities and integrate these into planning.
- Provides insight into the development and maintenance of strategic planning for IPONZ as part of TWSD working collaboratively with colleagues across Business & Consumer and other branches.
- Works with relevant teams across MBIE to develop and implement appropriate regular reporting on behalf of IPONZ for the branch leadership team and the TWSD leadership team to enable informed business decisions and effective and efficient delivery of branch goals.
- Works with the finance team to develop and implement appropriate financial reporting and leads budgeting process for IPONZ.
- Provides timely advice to the National Manager, IPONZ on key metrics and financial results that may reflect or impact performance against key outputs and outcomes.
- Uses evidence of progress made against targets to inform future direction to support the planning process.
- Coordinates IPONZ response for cross-TWSD or cross-MBIE activity e.g., 6 monthly Report.
- Delivers corporate and branch accountability activities for IPONZ e.g., budget, OIA support.
- Leads or has oversight of a number of key IPONZ projects, as done by all members of the IPONZ management team.
- Responsible for business continuity for IPONZ, including maintaining the IPONZ business continuity plan.
General management
Apply sound general management practices so that IPONZ operates effectively and efficiently and delivers agreed outputs to support achievement of agreed outcomes.
- Develops strategies, work programmes and performance targets, with supporting measurement, monitoring and reporting mechanisms.
- Monitors and adjusts work programmes through the agreed processes to enable adaptation to changing circumstances.
- Regularly monitors and reports on progress towards achievement of plans and strategies.
- Manages expenditure, own cost centre (where applicable) and resources in line with approved guidelines, budget, deadlines and reporting requirements, with a focus on driving cost effectiveness.
- Effectively and consistently identifies and manages risk.
- Ensure business advisory outputs are of a high standard and to the satisfaction of the National Manager.
Team leadership
Build and maintain a high-performing team that can develop and deliver innovative advice, products and services to support strategic direction
- Establishes clear accountabilities, expectations and performance standards with direct reports and ensures regular performance management and development occurs.
- Monitors individual, team and business unit performance to ensure that performance targets are met.
- Anticipates future capability needs across the team and Branch, identifies gaps in capability and addresses these gaps through targeted recruitment and development or other actions.
- Coaches, mentors and develops staff to meet the needs of the organisation now and in the future.
