The Business Service Manager is responsible for leading the business services team to effectively and efficiently support the operational running of the branch and Te Whakatairanga Service Delivery strategic direction.

Personal specifications

  • A proven track record in a recent leadership role in business planning and analysis, and/or financial management and analysis.
  • Ability to think strategically and creatively to form an overview and solve problems.
  • Highly developed analytical and financial skills and the ability to extract information, identify patterns and trends, and integrate information from multiple sources.
  • Demonstrated ability to motivate and effectively manage a team in a support environment.
  • Proven experience in implementing quality processes and strategies designed to improve productivity and deliver excellent service to customers.
  • Knowledge of government structures, processes, planning and reporting requirements.
  • Ability to inspire and motivate personnel and to provide a challenging and cooperative environment.
  • Knowledge of risk management and project management concepts and techniques.
  • The ability to gain and maintain a national security clearance as required.
  • Must have the legal right to work in New Zealand.
  • Must consent to relevant credit checks.
  • Knowledge of excel, sharepoint, Promapp or other business reporting tools.
  • Tertiary qualification, preferably in Business Management or a related discipline and/ or comparable relevant experience.

Takohanga tuhinga o mua – Key accountabilities and deliverables

Business support management

  • Leads the business planning process for the branch in conjunction with the Te Whakatairanga Service Delivery (TWSD) Strategy and Planning team informed by the organisational priorities and actions set by the branch, ensuring synergies and inter-dependencies are managed.
  • Leads business advisory process improvement to ensure advisory support functions are efficient and effective for the branch.
  • Identifies strategic issues emerging from external and internal influences, projects and identified opportunities and integrate these into planning.
  • Provides insight into the development of strategic planning for TWSD working collaboratively with other branches.
  • Works with relevant teams across MBIE to develop and implement appropriate regular reporting for branch leadership and the TWSD Leadership Team to enable informed business decisions and effective and efficient delivery of branch goals.
  • Works with the Finance team to develop and implement appropriate financial reporting and manages budgeting process for branch.
  • Provides timely advice to the General Manager and Director on key metrics and financial results that may reflect or impact branch performance against key outputs and outcomes.
  • Uses evidence of progress made against targets to inform future direction to support the planning process.
  • Coordinates branch response for cross-TWSD or cross-MBIE activity e.g., 6 monthly Report.
  • Delivers corporate and branch accountability activities for the branch e.g., budget, OIA support.
  • Delivers parliamentary accountability activities for the branch e.g., estimates, select committee processes.
  • Supports projects as required.
  • Builds, monitors and maintains fit for purpose Ministry capability (people and structures) needed to achieve desired goals and objectives, and achieve expected efficiency benefits and ongoing improvements in cost effectiveness.
  • Responsible for business continuity for the branch, including provision of a business continuity plan.

General management

Apply sound general management practices so that the Branch operates effectively and efficiently and delivers agreed outputs to support achievement of agreed outcomes.

  • Develops strategies, work programmes and performance targets, with supporting measurement, monitoring and reporting mechanisms.
  • Monitors and adjusts work programmes through the agreed processes to enable adaptation to changing circumstances.
  • Regularly monitors and reports on progress towards achievement of plans and strategies.
  • Manages expenditure, own cost centre (where applicable) and resources in line with approved guidelines, budget, deadlines and reporting requirements, with a focus on driving cost effectiveness.
  • Effectively and consistently identifies and manages risk.
  • Ensure business advisory outputs are of a high standard and to the satisfaction of the GM and leadership team.

Team leadership

Build and maintain a high-performing team that is capable of developing and delivering innovative advice, products and services to support strategic direction.

  • Establishes clear accountabilities, expectations and performance standards with direct reports and ensures regular performance management and development occurs.
  • Monitors individual, team and business unit performance to ensure that performance targets are met.
  • Anticipates future capability needs across the team and Branch, identifies gaps in capability and addresses these gaps through targeted recruitment and development or other actions.
  • Coaches, mentors and develops staff to meet the needs of the organisation now and in the future.
  • Identifies and develops talent for key roles.

Relationship management

Manage constructive working relationships with work colleagues and external stakeholders to enhance understanding and cooperation needed to achieve desired results.

  • Participates as an active team member and contributes knowledge and expertise needed to achieve desired outcomes.
  • Develops effective working relationships with other managers and staff in order to transfer knowledge and learning to the wider organisation.
  • Can navigate and leverage complex relationships to extract information and build trust and confidence.
  • Tests the effectiveness of stakeholder relationships using a range of appropriate measures and processes (including stakeholder feedback).

Wellbeing, health & safety

  • Displays commitment through actively supporting all safety and wellbeing initiatives.
  • Ensures own and others safety at all times.
  • Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
  • Reports all incidents/accidents, including near misses in a timely fashion.
  • Is involved in health and safety through participation and consultation.
