Tēnei tūranga – About the role
The Senior Property Portfolio Specialist ensures that government agency’s property activities align with the government portfolio strategy including the Government Office Accommodation Programme (GOAP). Apply a strategic lens when reviewing complex agency property plans, region or specific space types (e.g. contact centres), property fit outs and making recommendations on new leases, lease changes and disposals.
The Senior Property Portfolio Specialist undertakes planning at a regional level looking for opportunities to enhance the government property portfolio including appropriate opportunities for shared government workplaces including co-locations/co-tenancy/co-working to create value and alignment with good practice design standards.
Having a robust, in-depth understanding of the property market and associated industries including space and development opportunities, the Senior Property Portfolio Specialist works closely with government agencies at senior levels to influence agency locational decisions based on expert commercial and benefits analysis.
The role holder works with government agencies providing them with considered, expert, pragmatic solutions to an agency’s property requirements, including innovative solutions that meet agency expectations. The Senior Property Portfolio Specialist provides expert guidance and support to agencies in the development of property plans and Cabinet papers as well as providing brokering services to agencies.

Personal specifications
- Considerable commercial and property experience within government, a regulatory environment or the private sector.
- Demonstrated ability to critically analyse complex commercial and property situations and to recommend and design robust solutions.
- Excellent relationship management skills; able to establish, and maintain effective working relationships with senior leaders, and other key stakeholders.
- Demonstrated ability to develop strategic forecasts, business plans, and property plans, particularly for business and/or Ministerial audience.
- Excellent communication (oral and written) and interpersonal skills – able to communicate complex issues clearly and concisely, adapt style to suit the needs of the audience and influence others to accept ideas/strategies.
- Strong commitment to attaining goals – innovative, target driven, seeks solutions to problems before being asked, and takes action that goes beyond solving the immediate problem.
- A team player, willing to contribute as necessary to deliver outcomes of a high standard and to drive the increasing maturity of GPG’s functions.
- Relevant Tertiary qualification, (preferably in a Property related discipline).
- The legal right to live and work in New Zealand.
The responsibilities of this position are expected to change over time as the Government Property Group responds to changing needs. The incumbent will need the flexibility to adapt and develop as the environment evolves. This includes performing any other reasonable duties as required.

Identifies and develops opportunities to enhance the government property portfolio
- Government agency property activity aligns with the direction of travel for Systems Leadership, the government portfolio strategy, and value is optimised across the portfolio.
- Strategic reviews of complex agency property plans, region or specific space types (e.g. contact centres).
- Make recommendations on new leases, lease changes and disposals; and ensure property fit outs meet Government expectations.
- Robust in-depth understanding of the property market and associated industries including space and development opportunities.
- Enables agency locational decisions based on strong commercial and benefits analysis including brokering services.
- Opportunities to create value are identified and promoted that enhance the government property portfolio including opportunities for co-location and alignment of agency accommodation requirements.
- Expert, robust guidance is provided to senior personnel within government agencies which is considered, pragmatic, innovative and consistent and which meets or exceeds agency requirements.
- Expert guidance and support is provided to agencies in the development of property plans and Cabinet papers.
- Complex and challenging commercial or property situations are interpreted, solutions identified and appropriate actions are implemented.
- The property supply market risk is understood and managed, supported by in-depth property reviews and strategies.

- Develops and maintains cooperative, partnering relationships with GPG’s key stakeholders using highly developed influencing, negotiation and collaboration skills and experience.
- Represents GPG at senior levels across government, at an agency level.
- Effectively manages conflict by focussing on meeting customers’ needs and identifying opportunities for resolution.
- Engages with senior managers in government agencies in a professional manner which provides a strong level of confidence.
- Seeks out opportunities to build and maintain effective working relationships with other MBIE managers and staff in order to transfer knowledge and learning to the wider organisation.
- Takes responsibility to provide information, support, and feedback to other staff to enable GPG staff to perform to their maximum potential.
- Represents GPG views and protects its reputation in all external interactions.

- Government agencies are assisted with their strategic property portfolio planning and GPG is viewed by government agencies as adding value to the process.
- Decisions to endorse lease acquisitions and disposals are aligned with the GOAP, and provided to agencies expediently with alternative options where appropriate.
