Tēnei tūranga – About the role

The Programme Manager is a fixed term technical leader position reporting to the Manager System Programme and Branch Services in the Resource Markets branch. They will:

  • Lead the development of systems, tools, and processes to manage branch programmes and projects, which will be maintained by the wider Programme and Business Services team
  • Directly manage identified business critical projects intended to deliver by June 2026, and
  • Lift branch capability to manage programmes and projects, including establishment of a community of best practice.

The role will support Resource Markets branch to effectively manage programmes and projects, to provide:

  • Oversight and tracking of programmes and projects including the utilisation of resources, project performance, project and portfolio reporting, pipeline planning and budgeting, risk and issue management.
  • Improvement focus including project management standards and practices, development of project capability, risk, issue, benefits tracking and dependency management and undertaking post project reviews with a view to continuous improvement.

To be successful as the Programme Manager you should demonstrate strong leadership and communication skills, be well organized and able to work under pressure and across teams. You will have a strong track record in programme and project management in operational regulatory functions and policy/legislative design and implementation. You will also have experience in providing best practice guidance, setting up new systems and processes and lifting capability, working across teams and leadership structures, to manage programmes and projects successfully.

Ngā herenga – Requirements of the role

Personal specifications

  • 3+ years’ experience in project management/PMO roles in structured project and programme delivery environments in public sector policy and operations.
  • Expert knowledge and wide experience across programme coordination disciplines with a good understanding of and experience in applying contemporary best practice principles, and lifting capability of others to manage projects and programmes effectively.
  • Experience of setting up systems, tools and processes and delivering project or programme management in a government / policy setting.
  • An understanding of the Public Sector environment and its policy and regulatory processes, including Government decision-making and operating procedures.
  • Excellent stakeholder management skills, able to engage, influence and collaborate successfully and credibly at multiple organisational levels.
  • Professional Qualification in Project and Programme management or other related field, or extensive comparable experience.
  • Proven ability to remain up-to-date on key technical changes and opportunities in their specialist area and proactively use this to continuously improve MBIE services.
  • A team player, willing to contribute as necessary to deliver outcomes of a high standard and to drive the increasing maturity of MBIE’s delivery functions.
  • Must have the legal right to live and work in New Zealand.

Critical Areas of Success

  • Ensure a best practice approach to project and programme management is established by driving the development, implementation, and continuous improvement of appropriate methodologies, systems, processes, tools and governance.
  • Advise on the application of appropriate quality management techniques setting quality standards and robust oversight, reviewing project performance against those standards, and revising standards as required.

Thought Leadership

  • Create a centre of expertise and promote the role of project and programme management
  • Use professional expertise and experience to assist, advise and coach on suitable practices and approaches for team members to use.
  • Ensure advice given reflects the broader strategies and objectives of RM branch and MBIE.

Quality

  • Work with the broader Resource Markets Leadership Team to develop and implement integrated and fit for purpose project and programme management practices and standards, and develop and support members of the branch to adhere to these.
  • Identify areas for ongoing improvement and contribute to the planning and delivery of the necessary changes.
  • Ensure that project and programme management artefacts are of the highest quality, clear, succinct and meaningful to a business management audience.

  • Develop strong trust-based relationships with key stakeholders, both personally and throughout the project management practice.
  • Proactively communicate with stakeholders, both formally and informally, keeping them fully informed, managing expectations and addressing concerns.
  • Actively look for opportunities and synergies with internal and external stakeholders that focus on and meet customer needs.
