The Programme and Business Support Manager is responsible for the Programme and Business Support team within the System Performance and Implementation team. This role reports to the Manager, System Performance and Implementation.

The Programme and Business Support Manager will work collaboratively across the Building System Performance branch to help drive quality and consistency on priority work programmes or projects, and on the business activity.

The Programme and Business Support team enables the branch to deliver effectively and enable the smooth operation of regulatory functions, including:

  • Providing programme and project management and /or project coordination support to responsible managers and governance groups.
  • Ensuring effective programme and project risk and issue tracking and maintaining records of them.
  • Coordinating programme and project status reporting and dashboards on priority work programmes or projects for responsible manager or governance groups.
  • Supporting post-project reviews and continuous improvement initiatives for programme and project management.

The team also supports, as required, the wider branch by:

  • Overseeing business operations including ministerial servicing (ie weekly reports coordination), coordinating budget and resource tracking and reporting.
  • Providing secretarial support for building system governance groups and advisory panels.
  • Providing stakeholder engagement coordination support, and other internal coordination and administrative activities.

The Programme and Business Support Manager is responsible for building and enhancing the overall capability of the team to ensure quality and consistency of advice and practices in relation to the team’s work.

Personal specifications

  • Proven ability to lead, develop and manage a team.
  • Proven knowledge and experience in best practice project management or project coordination techniques, tools, practices, standards and/or methodologies.
  • Proven ability to remain up-to-date on key technical changes and opportunities in their specialist area and proactively use this to continuously improve the business.
  • Knowledge and understanding of the machinery of government and relevant operating procedures and policies and decision-making processes that apply within the State Sector.
  • Demonstrated experience in developing and maintaining an environment focused on continuous improvement to enhance organisational performance.
  • Proven ability to develop trust and credibility with senior manager and stakeholders.
  • Is able to communicate and persuade using a range of oral, written and visual mediums in diverse situations.
  • 3+ years’ experience in programme or project management/PMO roles in structured project delivery environments in the public sector.
  • Professional Qualification in Project and Programme management or other related field, or extensive comparable experience.
  • Must have the legal right to live and work in New Zealand.

  • Ensure a best practice approach to project and programme management is taken by driving the development, implementation, and continuous improvement of appropriate project management techniques, tools, practices, standards and/or methodologies.
  • Ensure that project management artefacts are of the highest quality, clear, succinct, and meaningful to responsible managers and governance groups.
  • Ensuring the team contributes to the smooth operation of governance groups through effective secretarial support.
  • Proactively lead and champion best practice for programme or project management.
  • Identify areas for ongoing improvement to project and programme management or other business support activity and contribute to the planning and delivery of necessary changes.
  • Facilitate post-project or programme reviews and continuous improvement initiatives to ensure innovation and continuous improvement.
  • Ensuring the team supports branch reporting and monitoring activities (as required) through effective coordination and administrative activities.
  • Effectively manage the work programme of the team, assigning team members to cross-branch priority work programmes or business support activity.

  • Establishes clear accountabilities, expectations and performance standards with direct reports and ensures regular performance management and development occurs
  • Monitors individual and team performance to ensure that performance targets are met
  • Provides feedback to staff on team and individual performance
  • Motivates team members and gives them opportunities to participate
  • Provides team leadership that engages and motivates others to succeed and develop, and proactively share knowledge and ideas.
  • Continually reviews and considers improvement to all elements of the team’s operations
  • Implements strategies, work programmes and performance targets for the team with supporting measurement, monitoring and reporting mechanisms
  • Effectively and consistently identifies and manages risk

Relationship Management

  • Develop strong trust-based relationships with key stakeholders, both personally and throughout the project management practice.
  • Proactively communicate with stakeholders, both formally and informally, keeping them fully informed, managing expectations and addressing concerns.
  • Actively look for opportunities and synergies with internal and external stakeholders that focus on and meet customer needs.

  • Displays commitment through actively supporting all safety and wellbeing initiatives
  • Ensures own and others safety at all times
  • Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting
  • Reports all incidents/accidents, including near misses in a timely fashion
  • Is involved in health and safety through participation and consultation
