Tēnei tūranga – About the role

MBIE has statutory responsibility for administering New Zealand’s trade remedies system, which protects New Zealand industry from unfair trading practices by overseas competitors. The trade remedies system fulfils the requirements of relevant WTO Agreements to which New Zealand is a party.

The Principal Analyst, Trade Remedies is a senior role within the trade remedies team at MBIE. The Principal Analyst, Trade Remedies will provide technical expertise and leadership to support the delivery of New Zealand’s trade remedies investigatory functions under domestic legislation that gives effect to relevant World Trade Organisation (WTO) Agreements. The role will work with the Team Leader – Trade Remedies and the trade remedies team to strengthen the trade remedies regulatory system, including identifying and leading key initiatives. The Principal Analyst, Trade Remedies will provide coaching and mentoring to other members of the trade remedies team and will work closely with Legal and other MBIE colleagues. The role will also involve leading engagement with external stakeholders including domestic and overseas industries, importers, the WTO and other international trade remedies investigating authorities.

Analytical / trade remedies experience & expertise

  • Ability to lead trade remedies investigatory proceedings including providing direction and quality assurance and being able to carry out all aspects of the process, which includes:
    • Collecting, verifying, analysing and interpreting quantitative and qualitative data in accordance with applicable policies, procedures, analytical frameworks and legal requirements.
    • Applying relevant tests to answer questions within applicable frameworks (domestic legislation, WTO Agreements, and jurisprudence) and making judgements where there is ambiguity or lack of clarity.
    • Clearly communicating the analysis undertaken and findings and conclusions reached as the basis for recommendations to decision-makers.
  • A tertiary qualification and a commitment to ongoing professional development.
  • Understanding and experience of utilising economic, accounting or financial analytical frameworks.
  • Advanced skills in Microsoft Excel or equivalent data analytical software.
  • One or more of the following would be desirable:
    • Legal qualification / experience.
    • WTO trade remedies training and / or past trade remedies experience.
    • Knowledge and experience of competition analysis.

Relationship management and leadership skills

  • Ability to establish and maintain strong working relationships, and adapt to different working styles, with:
    • MBIE colleagues
    • International and local agencies, including the WTO, other international trade remedies investigating authorities, NZ Customs and the Ministry of Foreign Affairs and Trade.
    • System stakeholders, including domestic industries, consumers, importers and exporters / producers.
  • Confident communicating with senior leaders (internal and external), acting as a persuasive advocate for the trade remedies system and its work.
  • Experience providing coaching, mentoring and advice to colleagues and team members.
  • Experience leading projects and project teams.

  • Highly organised with good time and task management skills and the ability to manage multiple priorities and demands from stakeholders.
  • Clear and concise oral and written communication skills including experience shaping messages for different audiences.
  • Ability to demonstrate proactivity and initiative, sound judgement, accuracy and sense of urgency when responding to requests or delivering on tasks.
  • Comfortable dealing with ambiguity and changing requirements.
  • Ability to self-manage and be personally accountable.
  • Ability to gain and maintain a national security clearance would be an advantage.
  • Capable of gaining the legal right to live and work in New Zealand.

Delivers trade remedies investigations, reviews and reassessments

  • Uses specialist expertise to lead and deliver trade remedies investigations, reviews and reassessments that are compliant with relevant domestic and international legal requirements within applicable statutory timeframes
  • Collects, verifies, analyses and interprets complex data in accordance with applicable frameworks and legal requirements.
  • Identifies data sources that are not currently being used but capable of adding value.
  • Identifies additional analytical techniques and tools that are compliant with relevant legal and process requirements.
  • Demonstrates a structured and pragmatic approach to analysis, including working with stakeholders (internal and external, as appropriate) to interpret and validate results.
  • Applies relevant legal tests to answer questions within applicable frameworks and makes sound judgements where there is ambiguity or lack of clarity.
  • Delivers formal reports, briefings and other written documents that contain clear and well-reasoned analysis, findings and conclusions, and recommendations for decision-makers.
  • Presents information verbally in various internal and external forums.
  • Demonstrates an understanding of sensitivity of information including dissemination, security and handling.
  • Mentors and coaches team members to ensure quality of advice and practice within the team.

  • Undertakes regular horizon and environmental scanning to identify system risks and opportunities and presents well-reasoned advice on how these might be addressed.
