Tēnei tūranga – About the role
The Principal Advisor, System Design and Implementation is a senior leadership position in MBIE.
The Principal Advisor will report to the Manager of the System Design and Implementation team.
The Principal Advisor will provide thought leadership and advice on the development, design and implementation of changes to New Zealand's building regulatory system and the provision of information and education in relation to these changes. The Principal Advisor is a role for a systems and strategic thinker capable of:
- Identifying opportunities and driving change.
- Leading and providing expert education, service design and/or operational policy advice on the improvement and development of the building regulatory system.
- Leading and providing direction to the team on the education, information, operational policy, service design and/or technical parts of an implementation.
- Being innovative and able to think differently about the way we educate and inform the building sector about regulation and compliance.
The Principal Advisor will work closely with the Manager and across the System Design and Implementation team to build and enhance the overall capability of the team. They will also work closely with the Manager Information and Education and Manager Design and Implementation as part of the leadership team for System Design and Implementation.

- Experienced at leading, developing and delivering a work programme, including enabling people, tools and processes.
- An ability to communicate effectively, verbally and in writing with a wide range of people at all levels, both internal and external to MBIE.
- A proven track record of experience and achievement in working with senior leadership teams and providing advice in a complex regulatory environment.
- An understanding of the importance of maintaining a healthy and dynamic team culture.
- Proven ability to develop trust and credibility with senior manager and stakeholders.
- A deep understanding of engagement channels for the building system.
- An understanding of service design or educational techniques such as instructional design, collateral/content creation and understanding of best practice and execution to meet the needs of the learner.
- Ability to engage in clear sighted planning with experience engaging in process improvement activities.
Personal specifications
- A relevant tertiary qualification and/or extensive and comparable relevant experience.
- Must have the legal right to live and work in New Zealand.

Critical areas of success
- Has the intellectual capability to work with multiple complex ideas in parallel as well as being able to integrate multiple concepts and pathways and deal comfortably with ambiguity.
- Builds organisational capability and effectively promotes and supports the application of user-centric service design methodologies (e.g. co-design, inclusion of people/customer-centred impacts assessments and evaluation techniques) across MBIE policy and operational business units.
- Brings an innovative and informed approach that generates effective education, information, operational policy and service design solutions, and shares these openly.
- Identifies and balances political imperatives, user needs and operational constraints, and can support the team’s application of techniques that generate effective solutions while minimising negative impacts.
- Monitors and reports on the effectiveness of improvements to regulatory systems. Influences others to enhance the current state of our regulatory systems.
- Supports the team with their understanding of the mechanics of Government and MBIE protocols and requirements.
Relationship Management
- Proactively develops and maintains connections with stakeholders within and outside of the Ministry, purposefully leveraging their activities and insights to better achieve desired policy outcomes.
- Actively contributes to development of and promotion of whole of Ministry views in internal and external interactions.
- Represents whole-of-Ministry views and protects its reputation in external interactions.
- Tests the effectiveness of stakeholder relationships using a range of appropriate measures and processes (including stakeholder feedback).
Deliver work programme outputs
- Identifies strategic issues and opportunities emerging from external and internal influences and makes recommendations to integrate these topics into the team’s work programme.
- Leads projects of significant complexity ensuring MBIE’s requirements for the work are met, in terms of scope, quality and timeliness.
- Well organised, plans systematically, regularly monitors and reports on progress towards achievement of plans and strategies.
- Effectively and consistently identifies and manages risk, alerting manager to potential problems/risks well in advance and proposing solutions.
- Effectively allocates tasks within portfolio area, assists others with project panning, and is able to plan and manage a range of complex issues.
- Knows when to work alone and when to seek advice and identifies resources necessary to meet objectives of self or team.
- Can manage strategically difficult projects that span a number of complex issues over an extended period of time.
- Chairs and contributes to meetings, including where matters are complex or sensitive, require negotiation or working towards solutions.

The Principal Advisor position reports into the Manager, Design Implementation within the System Design and Implementation branch. The branch sits within the Building, Resources and Markets group.
The position works collaboratively across the branch and with other building system teams in Te Whakatairanga Service Delivery.
