Tēnei tūranga – About the role

The Commercial Specialist AoG (All of Government) is a specialist position in the New Zealand Government Procurement (NZGP) branch. Each year, the New Zealand Government spends more than $50 billion on goods and services that are essential for the delivery of public services and infrastructure, economic growth, and the wellbeing of New Zealanders. The Government and the New Zealand public expect this spend to deliver value.

The Commercial Specialist AoG works collaboratively to ensure that a segment of collaborative government contracts generate the best value for New Zealand, while ensuring that agencies needs are being met. Each Category team is responsible for a delegated portfolio/category of government expenditure.

Working in collaboration across NZGP, and in conjunction with agencies and suppliers, the Commercial Specialist AoG works to achieve the best possible commercial and procurement outcomes for government.

The Commercial Specialist AoG will work strategically with Senior / Principal Commercial Specialists AoG and Supplier Relationship Manager to ensure the strategic and operational management of categories. The role holder provides advice, support, and direction on approach to market options based on in-depth analysis, market knowledge, experience, and a strategic perspective on AoG procurement matters.

The Commercial Specialist AoG also supports the undertaking of strategic category reviews and developing strategies that minimise and manage supply market risk and meet agency needs.

Personal specifications

  • Commercial experience within government, a regulatory environment, or the private sector.
  • An ability to analyse commercial and procurement situations and to recommend and design solutions.
  • Experience in delivering projects to scope, time and budget and achieving successful outcomes.
  • Excellent interpersonal skills; demonstrated by credibility, personal or collaborative influence, managing expectations and persuasion.
  • Experience in influencing and negotiating with stakeholders, suppliers, and colleagues.
  • Demonstrated ability to develop and implement strategy plans and approaches to market and procurement plans.
  • Political nous and a working knowledge of the machinery of government.
  • Experience in dealing with change in a complex and dynamic environment.
  • Commercial or technical experience in relevant category or sector (desirable).
  • A customer focus.

Qualifications

MCIPS, tertiary qualification, (Business, Law, Accounting, Commerce) would be beneficial.

Leading procurement approaches to market

  • In conjunction with support from senior team members, advice and feedback is provided on the development of possible tender processes, evaluation methodologies, market approaches, planning and award of procurement opportunities.
  • An understanding of the supplier market is demonstrated in the categories and associated industries in which the Commercial Specialist AoG is involved.
  • Category/procurement reviews are undertaken, and strategies developed that minimise and manage supply market risk and meet agency needs.

Drives Innovation and public value with a focus on excellence in delivery

  • Supplier contracts are well supported and drive innovation, added value and benefit realisation for government.
  • The contractual obligations of NZGP, government agencies, and suppliers are delivered.
  • Supports Supplier Relationship Managers with engagement with agencies and suppliers that achieves the best possible commercial outcome for government and suppliers.
  • The uplift and usage of AoG contracts and collaborative procurement approaches is maximised by eligible government agencies.

Effective stakeholder and relationship management

  • Cooperative, partnering relationships with NZGP’s key stakeholders are developed and maintained.
  • Customers’ needs are met, and opportunities identified to deliver a high-quality service.
  • Stakeholders are engaged in a professional manner that provides a strong level of confidence.
  • NZGP views are represented, and its reputation protected in any external interactions.

Delivery of innovative and quality outcomes

  • Procurement activity aligns with the Government Rules of Sourcing, procurement principles and frameworks.
  • Appropriate engagement occurs with the market, agencies and suppliers as required and the best possible commercial outcome is achieved.
  • Advice is provided to that is considered, pragmatic, consistent and which meets or exceeds agency requirements.

  • Displays commitment through actively supporting all safety and wellbeing initiatives.
