The Senior BI Analyst is a technical role that turns complex data into clear reports and insights that shape decisions and deliver better outcomes. By bringing deep technical expertise and working collaboratively across teams, the role helps the branch build the capability, tools, and evidence it needs to achieve its priorities and lift service delivery.
The position requires building and sustaining strong, trust-based relationships across the branch and wider organisation, fostering a culture of data-informed decision-making and innovation. A key aspect is proactively identifying and championing opportunities to apply emerging technologies - such as artificial intelligence and automation - to improve service delivery and operational efficiency. The Senior BI Analyst also plays a coaching and capability-building role, empowering others across the branch to confidently use and manage self-service reporting tools once established.

Personal specifications
- Highly developed analytical and conceptual thinking, supported by strong numeracy skills and a deep understanding of data structures and systems.
- Demonstrated experience and confidence with data visualisation and explaining data, trends, and insights to decision makers (story telling)
- Knowledge and experience in the use of data modelling and business intelligence tools, including Power BI, SAP Client, MS SQL, and Business Objects
- Committed to learning the business and engaging with colleagues to continually enhance business intelligence
- A proactive, innovative approach to identifying opportunities and leading implementation
- Demonstrated ability to plan and prioritise work, and to manage competing tasks while maintaining accuracy
- Experience navigating a large, diverse organisation and following policies, procedures, and processes.
- Excellent written and oral presentation skills with the ability to synthesise business, policy, and technical issues and present them in with simplicity and clarity that can be understood by a range of audiences
- Excellent relationship management skills, focused on respect, trust, and confidence
- Demonstrated ability to lead initiatives, and coach and mentor Analysts
- Knowledge of regulatory stewardship and the value of data, reporting, and insights in that environment.
Qualifications
- A degree in Information Systems, Data Management, Business Analysis or equivalent is essential
- At least five years of experience in business intelligence, data analytics or related roles.

Strategic Thinking and Influencing
- Lead strategic thinking, provide recommendations, and manage change to improve the reporting capability and outcomes for Building and Tenancy and influence how the recommendations are transformed into successful decisions and outcomes.
- Lead the development or enhancement of a suite of reports to support statutory obligations, evidence-based decision-making and service enhancements. including Official Information Act requests, Audit NZ, Treasury and media queries.
- As a thought leader, understand how Building and Tenancy contributes to the success of Te Whakatairanga Service Delivery Group and the broader Ministry, and brings this insight into reporting analysis for decision making and improvements.
- Initiate the analysis and interpretation of complex data into insights using appropriate data analysis techniques, and research, analyse and produce professional reports and papers on Building and Tenancy related issues for senior management and stakeholder use.
- Apply knowledge and understanding of Te Ao Māori, including our commitments to Te Tiriti Waitangi, tikanga, and Te Reo Māori.
Business Analysis
- Lead the ongoing review, analysis, and re-engineering of reports, and direct, influence, and negotiate successful transformation outcomes to improve reporting capabilities.
- Enhance quality assurance and ensure integrity of data and reporting; improve the data and reporting awareness across Building and Tenancy and consolidate and streamline branch data and reporting.
- Partner with the business systems team to combine expertise and support achievement of goals and outcomes associated with branch investments in business transformation.
- Communicate effectively to ensure deliverables, requirements, and business rules are articulated in a non-technical manner.
Contribute to responses for complex information requests; advise on appropriate response and risk management.
