Tēnei tūranga – About the role

The Principal Advisor – Bond leads the delivery of assurance, performance monitoring and machinery of government responsibilities (for example Official Information Act requests, complaints and Ministerial requests) for tenancy bond. This position also plays a key role in supporting Building and Tenancy’s achievement of its regulatory stewardship aspirations, and works alongside the Tenancy leadership team on projects and initiatives that are key to the delivery of ABODE system enhancements and benefit delivery or that are of a priority of importance that the Director Business Systems and Change requires a dedicated support to lead them.

Personal specifications

  • Demonstrated understanding of Building & Tenancy and the regulatory functions and services that the branch delivers.
  • Has knowledge of the Residential Tenancies Act and ability to quickly grow knowledge and to act as a Subject Matter Expert.
  • Demonstrated understanding of system thinking.
  • Proven strategic thinker with a can-do attitude and experience delivering strategic outcomes and work programmes.
  • Proven policy development experience and experience operating at the policy-operations intersect.
  • Experience building strong cross-agency regulatory connections that achieve enhanced outcomes and drive broader regulatory ambition and excellence.
  • Ability to quickly build and grow effective relationships with internal and external stakeholders.
  • Proven influencing ability.
  • Displays a deep understanding of New Zealand’s machinery of government and regulatory environments in terms of overall structures, local and central government agency roles and interrelationships.
  • A strategic thinker who is able to make connections between various aspects of regulatory systems as well as within the organisation.
  • Proven ability to develop trust and credibility with senior leaders.
  • Strong communication skills, both written and oral, to a variety of different people and audiences.
  • Must have the legal right to live and work in New Zealand.
  • Tertiary qualification in a relevant field or extensive and comparable experience.

Takohanga tuhinga o mua – Key accountabilities and deliverables

Responsibilities of this position are expected to change over time as the Ministry responds to changing needs. The incumbent will need the flexibility to adapt and develop as the environment evolves.

Strategic Initiatives, activities and tasks

  • Provide subject matter expertise and guidance to teams within Tenancy Services, wider MBIE and partner agencies across Bond machinery of government activities.
  • Partners with the Director Business Systems and Change, the Practice and Stewardship team, the Tenancy and branch leadership teams to refresh, to drive and implement the branch’s strategic approach and agenda for Bond machinery of government activities.
  • Leads Tenancy’s contribution as a regulatory steward in the Bond space including ensuring law reform is fit-for-purpose.
  • Leads the establishment, conclusion and troubleshooting of multifaceted pieces of work, on behalf of the Director Business Systems and Change and the Tenancy Services Leadership team, liaising with others across Tenancy Services work.
  • Uses experience and judgement to shape the future agenda and priorities, identify work programme gaps, delivery risks and other issues, and ensure effective and timely intervention.
  • Leads complex and ambiguous issues with significant sensitivity and risk and provides high quality advice that recognises choices and constraints, anticipates needs, predicts and plans for potentially controversial or sensitive issues.
  • Ensures that there is a cross-branch lens on projects and initiatives; finds and leverages synergies and alignments between programmes of work across the branch and wider group.
  • Integrates up-to-date information and evidence across several areas from a wide variety of sources and disciplines to develop new insights and innovative solutions to branch issues.
  • Proactively identifies branch risks, ensures they are appropriately managed, and change occurs where required.
  • Trusted advisor/sounding board Tenancy Leadership team. Manages the delivery and landing of advice and tasks with senior managers, ministers and stakeholders regarding the delivery of assurance, performance monitoring and machinery of government responsibilities for Bond.

General management

  • Uses planning and management techniques to effectively lead and carry out multiple concurrent complex projects within the resources available.
  • Participates in and leverages advisory groups and governance groups to drive the agenda and facilitate timely decision-making.
  • Assists the Director Business Systems and Change in building, monitoring and maintaining fit for purpose, innovative branch capability (people and structures) needed to achieve desired goals and objectives and achieve expected efficiency benefits and on-going improvements in cost effectiveness.
  • Monitors and adjusts work programmes through the agreed processes to enable the branch to adapt to changing circumstances.

Relationship management

  • Effectively influences, and contributing to an authorising environment, through building and maintaining enduring relationships with senior stakeholders.
  • Represents whole-of-branch views and protects its reputation in external interactions.
  • Builds strategic alliances with key government and non-government representatives and influencers to ensure MBIE’s views are influential in their decision-making.
  • Tests the effectiveness of stakeholder relationships using a range of appropriate measures and processes (including stakeholder feedback).
