The Investigator is a team member position in MBIE.  The Investigator will bring their business understanding and investigative experience to work in partnership with their manager and other staff.

The Investigator role is a regulatory position responsible for promoting compliance and investigating non-compliance, as well as designing and recommending a course of action that will ensure compliance with New Zealand tenancy laws.

The Investigator is responsible for ensuring quality and consistency of investigation and practices in relation to the contribution to the teams work, consistent with the Ministry’s policy frameworks.

Personal specifications

  • Experience in planning and undertaking Investigation and enforcement processes.
  • Thorough knowledge of and experience in investigation processes using modern investigative techniques.
  • Knowledge and understanding of government and constitutional environment.
  • Demonstrated knowledge and understanding of administrative law and the principals of natural justice and fairness.
  • Demonstrated understanding and experience in applying the principles of the New Zealand Bill of Rights Act
  • Sound investigative skills including gathering, researching, analysing and evaluating information and working knowledge of the prosecution process.
  • Advanced decision making skills, with experience in applying analytical techniques or models to problem definition and analysis.
  • Ability to be objective and to exercise sound and evaluative judgments.
  • Experience in planning operations, including applying risk assessment methodology.
  • Experience in applying tactical communication skills in confrontational situations.
  • Experience using interview techniques.
  • Demonstrated writing and report writing skills.
  • Ability to work with a range of people across different cultures and backgrounds
  • Demonstrated awareness of the importance of treating people with humanity, dignity and respect.
  • Ability to plan and organise workflows without direct supervision; ability to work as part of a high performing multidisciplinary team.
  • Must have the legal right to live and work in New Zealand.
  • Required to drive (yes).

Takohanga tuhinga o mua – Key accountabilities and deliverables

Delivers quality results which contribute to the Ministry’s outcomes

  • Monitoring market trends and conducting enforcement activities to promote compliance and accountability with legislation.
  • Promoting increased awareness and the value proposition of compliance among key stakeholders.
  • Monitoring and assessing compliance among key stakeholders.
  • Applying best practice risk management principles.
  • Using investigative knowledge and experience to assist in the development of an initial investigation plan for each case by: establishing the facts based on evidence or interviews with relevant parties; collection of evidence pertaining to Residential Tenancies Act standards; collection of evidence pertaining to the wider environment, reporting and sharing information as required; documenting all correspondence with relevant parties in the case management system and if applicable in hard copy.
  • Working closely with other team members to execute the investigation plan and achieve the most appropriate investigative outcome on each case.
  • Giving evidence objectively and professionally in the Tenancy Tribunal, and assisting with the management of evidence.
  • Accountability for the quality of work delivered, by ensuring quality assurance and controls are defined and applied from the start of an investigation.
  • Draws from experience to contribute to the development of compliance and investigation strategies and public education and campaigns.
  • Liaise with the legal team to ensure correct factual conclusions about breaches of the legislation.
  • Actively contributing to and collecting information to support Intelligence activities.
  • Delivery of services, products and programmes that actively support and contribute to the achievement of the Ministry’s outcomes.

The Investigator reports to the Regional Operations Manager within Tenancy Compliance and Investigations in the Building & Tenancy branch. The branch sits within the Te Whakatairanga Service Delivery group.
