Tēnei tūranga – About the role
The Business Intelligence Analyst position in Building and Tenancy Branch is responsible for creating and supporting operational and insights business reports and dashboards, and the design, definition, and proactive publication of key metrics for the Tenancy Services and Building System regulatory systems.
This position is responsible for documenting requirements (e.g. business processes and reporting rules, data dictionaries and standards) that will help define success measures for the business, and translating these requirements into reporting solutions within the agreed technical environments (e.g. MS Power BI, SAP Business Objects, MS SQL Server, SAS EG, Excel, etc.).
The position supports the ongoing technical change programme in the branch and will assist and advise on projects related to exploring how artificial intelligence can enhance analytics capability and data/business intelligence/reporting and documenting these.
This position involves the understanding, collation, and management of data from a number of key business systems which support core branch operations in the Building and Tenancy branch, and will require a thorough understanding of business processes.

Personal specifications
- Able to demonstrate familiarity with Business Intelligence best practices, strategies, tools, systems, and processes.
- Has a good standard of competency with Power BI, T-SQL, SAP Business Objects.
- Demonstrates commitment and enthusiasm for customer services and evidence of applying business intelligence to improve the delivery of services.
- Has proven ability to work accurately and autonomously to agreed timeframes in order to meet objectives and deliverables (both strategic and tactical). Is self-aware and able to seek support where required.
- Is experienced and confident working across a variety of business systems/tools and operational data.
- Has proven knowledge and experience in analysing business information needs and the ability to translate these into business information/reporting/insight requirements within a project environment.
- Has a knowledge of basic ICT infrastructure, and established database systems and data environments.
- Has strong analytical skills.
- Possesses sound relationship management skills to develop relationships and positively influence key internal and external stakeholders.
- Must have the legal right to live and work in New Zealand.

Critical areas of success
- Understands, collates, and manages data from a number of key business systems which service core branch operations.
- Designs, develops, and implements operational reports based on agreed success measures and KPIs, and facilitates the migration from a manual to an automated or scheduled reporting environment.
- Partners with the business and prepares responses to data requests, including Official Information Act requests, Media Queries, Parliamentary Questions, and Policy or Ministerial requests.
- Documents reporting business rules and standards to help define measures, and supports creating, testing, validating, and approvals for operational and insights reports.
- Develops and implements plans to efficiently and effectively enable the migration of key legacy data systems and reporting to a new data warehouse environment.
- Identifies effective ways to extract and manipulate the data available and translates it into meaningful data which empowers business users and the wider MBIE. Investigates new tools and techniques for data analysis.
- Designs, develop and publishes key statistics and metrics.
- Supervising data quality and modelling for key business systems across the branch.
- Working within an agreed delivery framework and schedule, and reporting delays or barriers.
- Proactively communicate effectively and openly with colleagues.
- Providing high quality, well researched and insightful analysis and recommendations for improvements.
- Develops and maintains effective relationships with various MBIE groups, including the Ministry’s Data Community of Practice, other data/BI delivery or technical teams.
- Builds engagement and data capability within the branch.
Business analysis
- Providing the ongoing review, analysis, support and re-engineering of reports.
- Assisting with prioritised report developments as required by the branch.
- Communicating effectively to ensure deliverables, requirements, and business rules are captured in a manner that non-technical users can understand.
