Use this page to prepare for and access the GBSI authorisation application form.

Information required

Before beginning your application, ensure you have all the required information available, including corporate details of all your partners (details below). The form cannot be saved and must be completed in one sitting.

When asked to provide partner information, if you have a large number of partners (e.g. customers), you may enter their details in a separate Excel template and upload it as part of the form.

Applicant details

You must provide contact details, including:

  • address for service

  • phone number

If the applicant is an individual:

  • Full legal name
  • Contact details
  • Nationality or nationalities
  • Evidence of identity acceptable to the Minister

If the applicant is a body corporate:

For New Zealand companies, a New Zealand Business Number (NZBN) may be provided in place of some corporate details.

Applicants must disclose all persons with a 10% or more ownership or control interest in the applicant.

Infrastructure details

Location

Physical location of the GBSI, described with sufficient detail to uniquely identify the site, e.g., address or coordinates

Technology type

The nature of the technology used (for example: optical, radio, or radar)

Equipment details

Provide details relevant to the technology type:

  • Radio technology
    • Number of antennas
    • Size of antennas
    • Frequencies transmitted or received on (frequency ranges or bands are sufficient)
  • Optical technology
    • Telescope aperture size
    • Orbital regime to be surveilled
  • Radar technology
    • Number of antennas
    • Size of antennas
    • Type of radar (eg phased array, monostatic)
    • Method of radar steering

Details of the regulated activity

The information required depends on whether the GBSI is operated:

  • for the applicant’s own purposes; or
  • on behalf of, or for the benefit of, another person (a partner).

A partner is anyone on whose behalf, or for whose benefit, you operate GBSI to carry out a regulated activity, such as a customer to whom you are providing ground station services (for example someone who is paying you to communicate with or track a satellite) or a research collaborator.

Description of the regulated activity (all applicants)

Provide a brief description of each regulated activity carried out using the GBSI. Examples of an appropriate level of detail include:

  • Communication with space objects for transmitting and receiving mission or communications data.
  • Tracking, telemetry and control (TT&C) activities to determine space object position, monitor system status, and maintain operational control.
  • Space object surveillance activities to observe and track orbiting objects for operational awareness and safety purposes.

Where more than one regulated activity is carried out, describe each activity separately.

If operating for the applicant’s own purposes:

  • Description of the regulated activity
  • Description of the relevant space object
  • Description of what the space object is or will be used for (e.g. commercial remote sensing, telecommunications)

If operating on behalf of, or for the benefit of, a partner:

  • If the partner is a research collaborator:
    • Description of the regulated activity
    • Partner identity information
    • Description of the purpose of the research
  • If the partner is not a research collaborator:
    • Description of the regulated activity
    • Partner identity information

Declarations required

Applicants must make declarations in their application confirming that required protective security and, where applicable, partner due diligence arrangements are in place.

MBIE does not need to see the arrangements themselves but may assess them if required. Further detail on what these arrangements should involve is available as part of the broader GBSI guidance:

How your information will be used

Information provided will be used to assess your application under the Act. It may be shared with other government agencies where necessary to support decision-making and statutory functions. Information is treated as confidential but may be subject to disclosure under the Official Information Act 1982. Where appropriate, you will be consulted before information is considered for public release, including on grounds of commercial sensitivity.

  • you must be authorised to apply on behalf of the applicant
  • the form must be completed in English
  • all fields must be completed (enter “NA” if a question does not apply)
  • you must notify MBIE as soon as reasonably practicable of any new or changed relevant information
