Tēnei tūranga – About the role
The Business Insights Analyst role sits within the Business Insights team who are responsible for work across the Te Whakatairanga Service Delivery group to help the branches uncover insights from their data and work with the branches to provide advice around change.
The Business Insights Analyst is an integral role to uncovering business insights by; working with the business to hypothesise what is currently happening in the channels and services of the regulatory systems and producing products that use information from multiple sources to give a holistic picture of customer channels, customer experience, regulatory effectiveness and quality of service delivery.
To deliver this, the Business Insights Analyst will use their technical expertise to:
- Work on with others or on their own, initiatives and projects to solve system-wide challenges, delivering advice and guidance to teams and stakeholders on data and insights capability and facilitating cross-system work and partnerships.
- Source and integrate information and data for use in data interrogation techniques such as data mining and advanced analytics.
- Apply an innovative approach to undertaking statistical and pattern analysis including identification, preparation and oversight of data mining algorithms.
- Collaborate with colleagues to develop, test, maintain and continuously improve analytical and statistical models.
- Share expertise and learnings, mentor and guide team members.

Personal specifications
- Good understanding of data and insights practices.
- Excellent relationship management skills, with the ability to communicate appropriately and effectively with the stakeholders at all levels.
- Being able to ask the right questions and find the answers that will help the business generate better business results or know who to work with to be able to elicit the information they need.
- Data visualization – being able to convey information in a meaningful way so stakeholders can make sense of it.
- Design data solutions to test hypotheses.
- Sound analytical skills and a desire to learn from others who are more technical.
- Curious and experimental orientation.
- Accessing data, collection and set up of data, understanding and piecing data together.
- Competent in a range of tools such as Excel, PowerPoint, PowerBI.
- Knowledge of coding languages such as R, SAS, SQL, DAX or Python is an advantage
- Fosters an open, collaborative environment that encourages quality, innovation, ongoing learning and knowledge sharing.
- Proactively identifies key relationships and possesses an ability to quickly establish and build strong working relationships.
- Excellent communication skills with ability to present complex issues in a way that engages the audience
- Proven ability to develop trust and credibility with managers and staff.
- Relevant tertiary qualification preferred and/or comparable experience working within a government environment.
- Must have the legal right to live and work in New Zealand.

Delivers quality results which contribute to the Ministry’s outcomes
- Work with the business to hypothesize, identify data requirements, gather data, analyse data, compare data, comment, uncover insights and prepare recommendations.
- Contribute to the development of reporting frameworks, to measure regulatory effectiveness across the Group. Liaise with key stakeholders to determine their reporting requirements and needs, developing efficient, tailored and customised reporting.
- Produce dashboards, reports and visualisations.
- Applies critical and analytical thinking to understand and address problems and identify solutions
- Provide pragmatic and value adding insight solutions to the group’s service delivery components.
- Use data to provide insights to regularly test the value and returns of the groups interventions in regulatory systems.
- Contribute to the development of frameworks and standards to improve data and insights quality, consistency and relevance across the Group.
- Scans the horizon for risks, relevant issues and opportunities to increase Service Delivery’s data and insights capability and supports continuous improvement and innovation.
Research, Evaluation and Analysis activities
- Scopes, shapes, plans and manages research and analytical projects for the purpose of providing business insights.
- Uses a range of evidence including data, research and other information from range of sources to provide the foundation for evidence-based analysis.
- Applies appropriate analytical and research methodologies
- Proactively engages with clients and stakeholders to shape projects, including in developing of viable options; analysis and evaluation, and monitoring and reviewing processes.
- Applies advanced frameworks and methods of analysis to identify problems, analyse the issues, and identify and assess strategies to advance knowledge and understanding.
- Applies system, strategic and critical thinking, clear and logical reasoning and sound judgement to analyse evidence and issues.
- Critically synthesises information from a wide variety of domains and uses in-depth knowledge of the subject area and advanced technical skills to draw sound conclusions.
- Develops innovative, practical, effective and durable analytical approaches and research and evaluation findings solutions that will help to achieve the desired outcomes.
- Provides clear, accurate and well-reasoned analysis products and communicates issues and concepts clearly and succinctly.
