Tēnei tūranga – About the role

The Relationship Manager- Toso Vaka o Manū (TVOM), is responsible for developing, maintaining and utilising strong and enduring relationships with key internal and external stakeholders- particularly, the Pacific and New Zealand employers, to deliver labour mobility opportunities in skill shortages in New Zealand. The Relationship Manager is a strategic role to deliver on the objectives of the TVOM team, particularly by supporting the capability and capacity of Pacific countries, but will be used in a more agile across the wider team.

The Relationship Manager will utilise their strong relationship skills and project management skills to support Pacific countries to run effective labour sending teams, while also ensuring risks and issues are managed and resolved in New Zealand. They will work across the wider Pacific labour mobility stakeholder and customer groups to ensure the objectives of the TVOM contract are delivered and prioritised while also balancing the effective operations of New Zealand’s Recognised Seasonal Employer (RSE) scheme.

They will work as part of a wider Pacific team, leveraging their organisational and engagement skills to deliver meaningful value to Pacific countries and Pacific workers by supporting the increase of opportunities for Pacific people through targeted support to Pacific countries and their officials. Utilising data and insights and performance measures, they will identify areas for support or improvement, manage the design and delivery of any support needed, including the education and engagement of stakeholders. Due to the large amount of stakeholder and customer engagement, the role will require some travel-both domestic and international.

Their work will be directed by agreed priorities, data and insights, that will drive better outcomes for Pacific people and New Zealand industry.

The role directly contributes to the Ministry’s goal of growing NZ for all, as Pacific labout mobility supports New Zealand and the Pacific’s economic aspirations, while also ensuring we provide migrants the support they need to allow them to thrive.

Skills and Experience

  • A strong desire to work in the Pasifika space and cultural agility.
  • Sound knowledge of Immigration policies and processes.
  • The ability to write up policy design recommendations and reports for ministers, Policy teams (and preferably experience interacting with Policy teams) and other like stakeholders.
  • Strong written and verbal communication skills, including the ability to clearly, confidently and engagingly present ideas and information to groups (in both formal and informal contexts, and from a wide range of backgrounds).
  • Proven ability to self-start, take responsibility and deliver results.
  • Ability to build strong relationships and influence others through creating relevant connections, demonstrating credibility and engendering trust.
  • Ability to influence, and effectively bring about solutions to problems by gaining the cooperation and commitment of others.
  • Demonstrated ability to think strategically across a range of issues and think laterally about current and future issues, risks and opportunities.
  • Sound judgement and decision-making, and the ability to assess and resolve potentially complex problems quickly and effectively.

Qualifications

  • A relevant tertiary qualification or equivalent experience in a relevant discipline.

Responsibilities of this position are expected to change over time as the Ministry responds to changing needs.  The incumbent will need the flexibility to adapt and develop as the environment evolves. This includes performing any other reasonable duties as required.

  • Works collaboratively across the team and wider MBIE to increase Pacific countries capacity and capability and supports the education of Pacific labour mobility stakeholders-including New Zealand employers, industry and other government agencies.
  • Demonstrates expertise in process delivery.
  • Takes a proactive approach to solving issues and is solution focused, informed by data and insights.
  • Monitors issues and gathers relevant intelligence to inform decision making.

Engage with Key sectors and where appropriate regions, to support and enable them to access migrant skills they need to grow

  • Takes a strategic view of how INZ/MBIE can support Pacific countries, and where appropriate regions and employers.
  • Provides high quality facilitation and support services to employers.
  • Contributes to the development and implementation of any Pacific opportunities within the Immigration ‘Rebalance’.
  • Is connected to the wider team who manages and develops broader industry relationships.

Engage with Pacific Governments to deliver results

  • Builds strong and effective relationships with Pacific Government agencies that deliver labour mobility.
  • Pacific Governments remain well informed on the initiatives and work streams and are consulted with/included in the design of new initiatives.
  • Improves performance of Pacific Labour Sending Units and New Zealand based Pacific officials.

Provide an Immigration perspective to elements of MBIE’s Labour market and skills system portfolios

  • Works collaboratively across the team/CEE/INZ/MBIE.
  • Proactively develops and maintains relationships with key MBIE staff.
  • Contributes to other MBIE work programmes by sharing Pacific labour mobility expertise.
  • Proactively makes connections between our operational service delivery and strategic aspects of MBIE’s employment and skill work.
