Tēnei tūranga – About the role
MBIE is committed to complying with Te Kawa Mataaho - The Public Service Commission’s Model Standards for Information Gathering and Public Trust (MSIG), which directs all government agencies with regulatory compliance, law enforcement and protective security functions to ensure information gathering actives are legal, ethical, and appropriate.
The Senior Advisor Internal Assurance MSIG is responsible for supporting the Manager Regulatory System Assurance and General Manager Regulatory Stewardship in the delivery of MBIE’s Model Standards for Information Gathering work programme. The role will provide assurance on the implementation of the MSIG policy and framework, provide recommendations on updates to the policy and framework, work with relevant teams to update and roll out training and communications to business groups on the policy, and develop an ongoing assurance framework that incorporates any new MBIE functions that undertake relevant information gathering activities.

Personal specifications
- Strong communication skills and a demonstrated ability to work across the business.
- Experience in risk and assurance framework implementation, management, and delivery.
- Experience in education and training of staff in internal policy implementation.
- Strong understanding of and expertise in best practice assurance frameworks and processes.
- Proven experience in providing high quality technical audit-related advice to senior managers and leadership teams.
- Excellent written communication, demonstrated through experience in successfully supporting assurance reviews and producing high quality reports.
- Experience in completing and / or managing pre-audit, technical assurance, or peer reviews and programmes or similar programmes.
- Experience in managing risk management matrix, processes, and frameworks with particular focus on providing advice to operational managers.
- A sound understanding of all elements of risk management and assurance with experience in the frameworks and tools suited to effective risk and assurance within high volume, high integrity environments.
- Experience in facilitating working groups to develop assurance and compliance improvement initiatives and solutions for use across an organisation.
- Sound working knowledge and understanding of corporate management disciplines and techniques.
- High level of political nous and awareness.
- Must have the legal right to live and work in New Zealand.
- Must consent to and satisfactorily complete a credit check.

Delivers quality results which contribute to the Ministry’s outcomes
- Supports delivery of internal assurance reviews ensuring they are risk based; create value and insights, provide appropriate levels of assurance to our stakeholders, and present balanced and pragmatic views.
- Leads end to end delivery internal assurance reviews.
- Tracks status of recommendations to ensure risks identified through internal assurance observations have been effectively addressed and provides support and advice to management as required.
- Supports the development of a multi-year dynamic and flexible Internal Assurance plan that is aligned to MBIE’s strategic direction.
- Supports the development of internal assurance artefacts that enable the team to analyse, monitor and to report internal audit activity, performance, and associated risks to senior managers, SLT and MBIE’s Risk and Advisory Committee.
- Supports development of single integrated view of assurance across MBIE utilising the ‘Three Lines’ risk management model.
- Builds effective relationships with the Enterprise Risk and Compliance Branch ensuring risk, compliance and assurance frameworks are aligned and collaborates on shared deliverables as required.
