Tēnei tūranga – About the role

The Senior Advisor Business Continuity is a specialist position in MBIE. The role provides subject matter expertise and assistance to:

  • Develop and implement MBIE’s business continuity and organisational resilience framework including:
    • managing, championing and leading business continuity projects and initiatives
    • providing specialist advice and guidance to all areas of the Ministry on the Business Continuity Management System (BCMS) to ensure business continuity arrangements sustain the delivery of critical functions through periods of disruption
    • enhancing the capability of the Ministry to respond to disruption through training, exercising and general awareness raising; and
    • ensuring the continuous improvement of arrangements
  • Support the development of incident management and emergency preparedness arrangements and assist in coordinating MBIE’s response to disruptions and emergencies.
  • Leading the development and implementation of plans and arrangements to meet National Resilience System expectations on MBIE.

Ngā herenga – Requirements of the role

Personal specifications

  • Extensive experience in business continuity planning including certification and/or training in this area for example, CBCI.
  • Experience in emergency and incident management would be desirable (for example, CIMS training, EM qualification).
  • Superior relationship management, influencing and problem resolution skills.
  • Sound understanding of New Zealand’s National Resilience System (NRS) and key activities under the NRS such as Catastrophic Planning.
  • Demonstrable experience of managing significant programmes of work.
  • Excellent oral and written communication skills, including a demonstrated ability to think analytically about issues and express ideas clearly.
  • Well-developed interpersonal skills and the ability to work at all levels within the organisation including with senior management.
  • Ability to balance working in a team environment with the need to operate independently and with autonomy when necessary.
  • Time management and ability to prioritise.
  • Experience in developing relationships and networks.
  • Must have the legal right to live and work in New Zealand.
  • Excellent written communications skills and proven ability to create clear and concise documentation, manuals, and other technical materials, as well as internal and external communications, memos and reports. 
  • Experience in SharePoint Online (preferred but not required) and other Microsoft 365 applications.

Business continuity preparedness

  • Utilise a high standard of business continuity management and emergency preparedness practitioner skills to develop, implement and maintain national initiatives.
  • Maintain, and where appropriate enhance current systems, reporting and processes to lift preparedness standards to best practice.
  • Work with the business to ensure that new services or significant changes to business processes include appropriate business continuity arrangements.
  • Develop business continuity documentations (such as BCPs) to enable critical functions to continue during disruption; and develop critical contingency arrangements for key MBIE functions expected to continue in a catastrophic event.
  • Build the capability of MBIE people to respond to disruptive events.
  • Work with the business to embed good BC and organisational resilience concepts into critical new processes by design, to ensure resiliency is part of good design practice.
  • Contribute towards the continuous improvement of the immediate team and the Branch’s services.
  • Consistently exhibit a high standard of personal health and safety and wellbeing behaviour.
  • Represent the Ministry in a variety of forums, as and when agreed.

Strategic planning

  • Support the Head of Emergency Management and Business Continuity in identifying short, medium and long term strategies primarily in Auckland for the Ministry to develop its business continuity programme and performance, including:
    • its approach to establishing assurance and ensuring continuous improvement of arrangements
    • producing an annual work programme
    • developing the capability of MBIE people and processes to respond well to disruption.
  • Consult across the Ministry to gain input into the identification and prioritisation of initiatives/projects to be undertaken in business continuity system management and to incorporate this into the annual team business plan.

Wellbeing, health and safety

  • Displays commitment through actively supporting all safety and wellbeing initiatives.
  • Ensures own and others safety at all times.
  • Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
  • Reports all incidents/accidents, including near misses in a timely fashion.
  • Is involved in health and safety through participation and consultation.
