Tēnei tūranga – About the role

The Workforce & Capability Advisor helps to develop and execute strategies, processes, policies and programmes that support the delivery of the MIQ Workforce Strategy. This role works closely with People & Culture (P&C), Workforce Strategy and the MIQ employers’ network to design and develop the right operating model and sourcing model.

This role will have a blend of both organisational design & development capability and project implementation in areas such as multi-employer employment relations, OD, change management and workforce planning.

  • Experience supporting change management including job change and people impact analysis.
  • Understands the components of role design.
  • Organisational development/ generalist experience.
  • Experience of recruitment across multiple sourcing channels.
  • Ability to contribute to the proactive informing and shaping of workforce and delivery scenarios.
  • Demonstrated and sound working knowledge of HR best practice with the ability to provide advice in areas such as employment relations, performance management, remuneration, change management, workforce planning, employee engagement, etc.
  • Great relationship building skills.
  • Proven ability to develop trust and credibility with managers and team members.
  • Well-developed analysis, problem solving and decision-making skills.
  • Sound understanding of businesses and how they operate.
  • Effective communication skills, including advanced writing skills.
  • Understanding of Government decision-making and operating procedures.
  • Tertiary qualification, preferably in Human Resource Management or similar education, or comparable relevant experience.
  • Must have the legal right to live and work in New Zealand.

Takohanga tuhinga o mua – Key accountabilities and deliverables

Critical areas of success:

  • Supports design and delivery of key initiatives in the workforce strategy including but not limited to MIQ role architecture, planning and delivery of sourcing and recruitment activities.
  • Supports multi-agency engagement on workforce issues, including through the MIQ Employers Network (MIQEN) and agreed joint activities
  • Ensures impact analysis is completed using the operating model and role architecture to inform decisions about change, improvements, efficiencies.
  • Supports the review of functional operating models and structures within MIQ to identify overlaps or duplication, impacts and support planning for change or implementation.
  • Supports change projects in relation to the workforce across MIQ.
  • Drives and supports business outcomes in workforce planning.
  • Collaborates with MBIE P&C to ensure smooth implementation of ongoing workforce requirements for MIQ.

Relationship Management

  • Participates as an active team member and contributes knowledge and expertise needed to achieve MBIE’s outcomes.
  • Develops effective working relationships with MIQ network and MBIE staff in order to transfer knowledge and learning from the team to the wider organisation.
  • Builds and maintains effective relationships and partnerships with internal and external stakeholders, as necessary, in order to identify and share best practice information and to promote the Ministry, its products and services.

Wellbeing, health & safety

  • Displays commitment through actively supporting all safety and wellbeing initiatives.
  • Ensures own and others safety at all times.
  • Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
  • Reports all incidents/accidents, including near misses in a timely fashion.
  • Is involved in health and safety through participation and consultation.
