Tēnei tūranga – About the role
The General Manager, Entity Performance leads the Entity Performance Branch, which is responsible for ensuring that MBIE effectively monitors entities that support regulatory systems, businesses, the skills system, and the science system to ensure they meet the Government’s outcomes for lifting economic performance. The branch is also responsible for leading board appointment processes to support the high performance of entities and statutory boards through quality and fit-for-purpose governance.
The General Manager, Entity Performance is responsible for building and improving the performance and capability of the branch and ensuring MBIE has a commonly understood, highly effective operating model to undertake best practice performance monitoring of entities and governance appointments as part of MBIE’s wider role in the stewardship of regulatory, and other, systems.
As a senior leader in MBIE, the General Manager Entity Performance will work across MBIE on strategic organisational development and people management.

Personal specifications
- Strong and experienced people leader, able to inspire and transform people and team culture.
- Demonstrated ability to develop and maintain effective and influential relationships with Ministers, senior public service officials, internal and external stakeholders.
- Ability to manoeuvre though complex political situations effectively and efficiently and to keep inquiring and learning under extreme pressure or in situations with high ambiguity.
- Knowledge of parliamentary/select committee processes including decision making and the passage of legislation.
- A wide-ranging knowledge of policy monitoring and accountability disciplines and processes, including the latest developments in techniques and practises.
- Extensive working knowledge of a broad range of processes related to the operations of the public sector and government.
- Demonstrated ability to lead and develop diverse teams and different specialisations to deliver on the group’s expectations.
- Demonstrated ability to lead complex programmes over a range of specialist areas taking into account
- l both strategic and operational needs, including the design and delivery of performance monitoring systems.
- A solid understanding of the key influences on the New Zealand economy, business environment and relevant markets.
- Extensive experience at a senior level managing people, finances and resources.
- Must have the legal right to live and work in New Zealand.
- Credit check required (yes).
Qualifications
- A relevant tertiary qualification in a public policy or business related discipline, along with demonstrated experience in public sector management within the public sector.

Key deliverables
- Contribute to the leadership of the LSE group as a member of the LSE leadership team.
- Provide intellectual and strategic leadership to ensure the branch supports MBIE to undertake best practice performance monitoring and governance of entities and governance Board appointments as part of MBIE’s wider role in the stewardship of regulatory and other systems.
- Strengthen MBIE’s operating model for monitoring the governance and performance of entities to ensure effort and engagement is calibrated to the risk profile of entities and roles and responsibilities are well defined and understood across MBIE.
- Ensures clear relationships and engagement between the team and relevant policy groups.
- Provide assurance and advice to the Chief Executive and SLT on current issues and medium to long-term strategic risks relating to the entities and/or their Boards that MBIE has relationships with.
- Lead work to strengthen the business processes and systems which support the work of the branch and leverage synergies with other LSE branches and MBIE groups in support of MBIE’s outcomes.
- Oversee effective and efficient support for Board appointments, including advice on Board members’ diversity of skills fit, fees and remuneration.
- Lead engagement with internal and external stakeholders, including central agencies, on MBIE entity monitoring and governance.
- Manage escalated issues for specific entities as required.
- Deliver a work programme optimised in accordance with MBIE’s priorities.
Collective Leadership
Work collaboratively with other members of the Labour, Science and Enterprise Leadership Team to support achievement of MBIE outcomes.
- Participates collaboratively as a member of the Leadership Team to support the integration process for the Ministry and ensure the development of sustainable organisational capability, achieve expected efficiency benefits and ongoing improvements in cost effectiveness.
- Takes collective responsibility for the cohesion and performance of MBIE as a whole and provides peer support to other senior managers.
- Works with the Leadership Team to define the outcomes and outputs expected from the group to deliver on MBIE’s strategic direction.
- Contributes beyond core functional area to enhance overall effectiveness of the Labour, Science and Enterprise group.
- Ensures consistency and alignment between different teams in MBIE and promotes solution seeking where there are legitimate differences.
- Represents Senior Leadership Team views to staff.

General Management
Apply sound general management practices so that EP operates effectively and efficiently, and delivers agreed outputs to support achievement of MBIE outcomes.
- Develops strategies, work programmes and performance targets for EP, with supporting measurement, monitoring and reporting mechanisms.
- Aligns EP’s work programmes with MBIE’s strategic direction and other groups’ work programmes.
- Monitors and adjusts work programmes through the agreed processes to enable EP to adapt to changing circumstances.
- Regularly monitors and reports on progress towards achievement of plans and strategies.
- Manages expenditure and resources in line with approved guidelines, budget, deadlines and reporting requirements, with a focus on driving cost effectiveness in the Ministry.
- Builds continuous review and improvement throughout all elements of EP’s operations.
- Effectively and consistently identifies and manages risk.
Team Leadership
Build and maintain a high-performing team that is capable of developing and delivering innovative advice, products and services to support MBIE’s strategic direction.
- Establishes clear accountabilities, expectations and performance standards with direct reports and ensures regular performance management and development occurs.
- Monitors individual, team and business unit performance to ensure that performance targets are met.
- Anticipates future capability needs in EP, identifies gaps in capability and addresses these gaps through targeted recruitment and development or other actions.
- Coaches, mentors and develops staff to meet the needs of MBIE now and in the future.
- Identifies and develops talent for key roles in EP.
Relationship Management
Manage constructive working relationships with work colleagues and external stakeholders to enhance understanding and cooperation needed to achieve desired results.
- Participates as an active team member and contributes knowledge and expertise needed to achieve MBIE’s outcomes.
- Develops effective working relationships with other MBIE managers and staff in order to transfer knowledge and learning from EP to the wider organisation.
- Represents whole-of-Ministry views and protects its reputation in external interactions.
- Builds strategic alliances with key government and nongovernment representatives to ensure MBIE’s views are influential in their decision-making.
- Builds and maintains effective relationships and partnerships with national and international organisations to identify and share best practice information and to promote the Ministry, its products and services.
