The Risk Targeting Analyst uses their expertise, business knowledge and perspective to maximise the impact of risk targeting in the immigration system.

Sitting in the Immigration Risk and Border branch, the Risk Targeting Analyst contributes to the operations of the Joint Targeting and Analytics team within Risk and Verification. The Risk Targeting Analyst plays a critical role in mitigating actual or potential risks across the end-to-end immigration system and providing efficient and effective targeting rules and advice to direct the efforts of the front-line immigration decision makers. This specialist role also applies the same robust analysis and problem-solving skills to other risk management, from treatment of individual cases to advice to senior leadership.

A key focus of the role is the detection of risk patterns and trends to inform data collection, analysis and engagement with stakeholders. The Risk Targeting Analyst also supports the wider immigration system to optimise immigration risk management and value opportunities.

Personal specifications

  • A strong customer focus and demonstrated ability to deliver quality services in a timely manner
  • Experience in analysing and interpreting data and intelligence to draw business-relevant conclusions and develop risk targeting rules and supporting resources
  • Experience identifying and mitigating actual or potential risks across an end-to-end regulatory system and demonstrated knowledge of risk targeting approaches and tools
  • Experience in research, analytical, and writing skills and proven ability to clearly present complex analysis and ideas on paper in plain English, including an ability to adjust style and tone to suit various audiences
  • In-depth knowledge of MBIE’s immigration system and supporting processes, and interest in enhancing immigration operating environments both in New Zealand and overseas
  • A sound understanding of risk management principles
  • Experience working with immigration and border systems and data, such as AMS, ADEPT and ATS-G or equivalent
  • Experience modelling various risk rule scenarios and processes and identifying impacts and issues
  • Competent at Microsoft 365 applications, in particular Word, Excel and Power BI
  • Effective problem-solving skills
  • Ability to work within a multi-disciplinary team environment and establish working relationships inside and outside the organisation whilst also being able to work independently, and remotely where required
  • Excellent self-management and interpersonal skills, including the ability to manage multiple streams of work and pivot quickly in response to changes in demand
  • Ability to provide and accept constructive feedback
  • Excellent presentation and training skills, or the ability to quickly develop these skills
  • Must be a NZ citizen or hold a NZ Permanent resident visa
  • The ability to gain and maintain an aviation security clearance as required
  • The ability to gain and maintain a national security clearance (up to Top Secret) as required

  • Relevant tertiary qualification and/or extensive and comparable relevant experience.

Specialist advice and analysis

  • Deliver targeting and risk treatment solutions, products and programmes that actively support and contribute to the achievement of the Ministry’s outcomes and deliver to the needs of internal and external stakeholders
  • Interpret data and information and provide comprehensive analysis to identify new and changing requirements for risk and value rules across visa and border operations
  • Undertake analysis to support risk targeting, operational activity and resource management as part of a continuous learning cycle
  • Provide analysis of specific cases and issues received and incorporate lessons back into relevant operational teams and wider INZ, including through targeting advice
  • Provide subject matter expertise in the Immigration System Risk Management Framework and the application of the visa and border risk targeting frameworks
  • Identify new information sources and leverage off existing sources, for the collection of sound, accurate and useable data and operational information to inform client risk and value assessment processes and rules
  • Provide rigorous advice on impacts and risks of triage and/or border rule changes for governance committees
  • Develop, monitor and maintain risk and value rules across multiple systems
  • Provide support, advice and guidance (directly or via systems) to immigration decision makers
  • Ensure information and advice provided is regular, accurate, and easily accessible
  • Analyse risk patterns and trends to ensure relevant risk information is collected, analysed and shared with stakeholders
  • Use technology effectively to support risk targeting and assist in developing and maintaining the technology
  • Engage with Risk and Verification colleagues and other teams in the immigration system to identify gaps and opportunities across the team’s collective risk controls

Process improvement

  • Identify enhancements to existing business processes as they relate to risk targeting functions
  • Contribute to the team’s continuous improvement process and wider continuous improvement projects and initiatives as required

Relationship management

  • Build and maintain relationships with key staff and management, outside peers, key influencers and stakeholders that result in improved service delivery
  • Provide effective and continual communication with Risk and Verification and immigration system colleagues, key agencies and the MBIE Intelligence Unit to ensure a continuous supply of risk information to stakeholders
  • Support internal and external stakeholders with advice on high-risk cases/issues and specific cohorts and markets.
  • Lead or support delivery of presentations and training to relevant operational teams
