The Learning Specialist is responsible for the design of innovative, engaging and effective learning from inception through to implementation, while ensuring that the learner is at the heart of all learning solutions. The role is responsible for the scoping, design, development and evaluation phases as well as ensuring there is a cycle of continuous improvement.
INZ kaimahi work in an environment where complex policy, systems and processes regularly change. The Learning Specialist supports implementation of these changes by designing timely, fit for purpose learning that prepares kaimahi to deliver services to customers.
Ngā herenga – Requirements of the role
Personal specifications
- 2-3 years’ learning design experience.
- A qualification in adult learning theory and practice is desirable.
- Strong relationship and stakeholder management skills.
- Knowledge of and/or experience in, the use of Learning Management Systems.
- Ability to build quality learner-focused solutions using Articulate 360 and other emerging technologies
- Experience using video, audio and image editing tools and techniques.
- Ability to create learning for a variety of environments e.g. virtual, digital, face to face.
- Understands the concept of action mapping and learning needs analysis.
- Attention to details and deadlines; ability to manage multiple initiatives or projects at one time.
- Sound analytical thinking, planning, prioritisation and execution skills.
- Ability to be flexible and pragmatic and to quickly adapt to changing business demands.
- Demonstrated ability to work in a team environment and to develop and maintain effective work relationships.
- Excellent communication skills, both written and oral, to suit a range of stakeholders.

Learning Design
- Designs and develops learning solutions that meet INZ’s needs and contribute to the organisational strategy in line with Immigration learning standards.
- Supports the Immigration Learning team to identify needs and performance gaps through action mapping and learning needs analysis.
- Evaluates learning steps in the learning pathway to ensure the learning is effective.
- Researches, recommends, develops and tests innovative learning solutions that keep pace with INZ’s changing environment.
- Develops comprehensive learning products and resources to support operational needs.
- Ensures all learning product design is supported by robust data analysis and assessment of evaluation information.
- Utilises evaluation data to inform course and programme improvements and report on outcomes.
- Works with the Team Leader Immigration Learning to agree priorities, deliverables and timeframes, continually monitoring these and identifying any emerging issues as they arise.
Systems, tools and frameworks
- Undertakes process design, develops checklists and guidelines, drafts frameworks, policy plans and other relevant resources as required.
- Contributes to the development of systems and processes to improve access to learning systems, services and products and improve this experience for the business and for learners.
- Supports the Learning Management System (LMS) Advisor in designing and developing course pages, troubleshooting issues and managing LMS queries.
Relationship Management
- Effectively collaborates and communicates with internal and external stakeholders.
- Participates as an active team member and contributes the knowledge and expertise needed to achieve INZ’s outcomes.
- Develops effective working relationships with others in order to transfer knowledge and drive best practice.
- Builds and maintains effective relationships and partnerships with internal and external stakeholders, as necessary, in order to identify and share best practice information and to promote INZ, its products and services.

The Learning Specialist position reports into the Team Leader Immigration Learning within Change Delivery in the Service and Implementation branch. The branch sits within the Immigration New Zealand group.
