Tēnei tūranga – About the role
The Procurement Advisor provides exceptional customer service along with procurement generalist procurement advice for lower value lower risk procurement activity and support to our stakeholders to deliver on the procurement needs of MBIE whilst taking a commercial view as well as working in the NGP framework.
This is a hands on procurement role that models good government procurement practice, achieves best value for money over whole of life and delivers the requirements of our agency.
The role is also responsible for creating regular reports and provides administrative support to the procurement team.

Personal specifications
- Experience within a commercial or procurement environment.
- Experience in or sound understanding of risk management in a procurement context.
- Experience in analysing procurement issues, evaluating options and reporting on them.
- Self-motivated with a high degree of initiative.
- Excellent written and oral communication skills.
- Ability to produce precise work, with care for accurate detail, to tight deadlines.
- Able to influence others.
- Strong relationship management skills.
- Knowledge and practical experience in the provision of business advice to stakeholders.
- Skilled in Microsoft Office including Word, Excel, Outlook, Powerpoint and preparation of presentations.

Prerequisites
- Must have the legal right to live and work in New Zealand.
- Tertiary qualification.
Desirable
- CIPS qualification or working towards obtaining MCIPS.

Key Accountabilities and deliverables
The Procurement Advisor is responsible for:
- Provision of procurement/contractual/commercial advice to business groups for low value and low risk procurement in relation to GPP framework and MBIE’s procurement policy.
- Secondary procurement processes for low value and low risk – develop documentation and manage end to end procurement process for business groups.
- Complete RFX documentation including managing release of documents to the markets, managing responses, drafting evaluation reports.
- Delivery of negotiations of robust contractual arrangements (low value and low risk) that meet MBIE stakeholder needs whilst supporting the GPP framework.
- Manage, document and escalate all risk to affected business units and stakeholders.
- Communicate outcome to business and suppliers.
- Support Procurement Specialists with complex procurement processes.
- Monitor and manage the procurement mail box provide relevant advice on procurement steps and process.
- Government Electronic Tendering System ETCO responsibilities for releasing updating and managing tender documents.
- Creation of regular procurement reporting.
- Assist the team with the implementation of the procurement strategies and with implementing policies, processes, and procedures that support the strategy.
- Contract Officer for Procurement Contracts to record and update contract on the Contract Management system.
- Develops effective working relationships with other MBIE managers and staff in order to transfer knowledge and learning from the team to the wider organisation.
- Builds and maintains effective relationships and partnerships with internal and external stakeholders, as necessary, in order to identify and share best practice information and to promote the Ministry, its products and services.
- Support the development of and maintain procurement templates and procurement webpages.
- Support procurement team meetings.
