Tēnei tūranga – About the role
The Senior Business Analyst works within the Energy Use Policy team of the Energy Markets branch, and works closely with the Digital Business Enablement Team within the Te Whakatairanga Service Delivery Group.
The Senior Business Analyst will bring their business understanding and perspective to support the development and implementation of the Consumer Data Right (CDR) regime within New Zealand’s energy sector by analysing business processes, data flows, and stakeholder requirements. The role will focus on enabling data-driven decision-making, improving process efficiency, and ensuring alignment with regulatory and technical frameworks.

Personal specifications
- Experience with data analysis, process mapping, and CRM or ERP systems.
- Experience of business analysis work including working with impact analysis, tools, and methodologies.
- Experience with business process design and analysis, preferably in government.
- Understanding of New Zealand’s energy market and regulatory environment.
- Experience with CDR, open data, or digital identity frameworks.
- Strong analytical and problem-solving skills.
- Excellent communication and stakeholder management.
- Ability to work independently and collaboratively in cross-functional teams.
- High attention to detail and documentation quality.
- Familiarity with Agile/Scrum methodologies and tools (e.g., Jira, Confluence).
Qualifications
- Tertiary qualification in Business, Information Systems, Energy, or related field.
- 5+ years’ experience in business analysis, preferably within the energy or data governance sectors.
- You must have the legal right to live and work in New Zealand

Business & Data Analysis
- Lead discovery and analysis of current business processes related to energy data sharing and CDR.
- Translate business and regulatory requirements into actionable data and process specifications.
- Develop and maintain documentation including process maps, data flows, user stories, and technical requirements.
- Identify gaps in data quality, system functionality, and user workflows; propose scalable solutions.
Stakeholder Engagement
- Build strong relationships with internal teams, energy retailers, distributors, regulators, and technology partners.
- Facilitate workshops and consultations to gather insights and validate requirements.
- Communicate complex information clearly to both technical and non-technical audiences.
Process Improvement & Delivery
- Supports the design and implementation of fit-for-purpose processes that align with CDR principles.
- Contribute to change management activities including training, documentation, and user support.
- Collaborate with digital delivery teams to ensure solutions are feasible, scalable, and user-centric.
Technical Awareness
- Maintain a working understanding of energy data standards, APIs, and integration frameworks.
- Support technical teams with business context and requirements during solution design and testing.
- Perform minor configurations or data analysis tasks as needed.

The Senior Business Analyst position reports into the Manager Energy Use within the Energy Markets branch. The branch sits within the Building, Resources and Markets group.
However, the role will substantively be helping bridge between policy design and operational design, by working with the Digital Business Enablement Team within the Te Whakatairanga Service Delivery Group.
