Tēnei Tūranga – About the role 

The Functional Consultant plays a crucial role as a functional expert in Microsoft Dynamics 365 (D365) in the ongoing build, enhancement, support and maintenance of enhanced Immigration Online – INZ’s smart application processing and CRM solution. The solution brings a high level of automation of process steps into a high volume and fast paced business system. The role sits within in Immigration New Zealand’s (INZ) internal business capability team and is a team member position in a cross functional team. 

The Functional Consultant is a product expert who will build an in depth understanding of INZ’s business solution to configure the system to reflect INZ’s complex business requirements, while leveraging the out of the box functionality as much as possible. This will be supplemented with proficiency in user engagement, problem solving, effective collaboration in cross functional teams and strong drive for continuous improvement. 

With a strong technical focus, this role is required to build solid business knowledge, including developing options and solutions for business problems and opportunities to make systematic enhancements that will improve the process and experience for users of the system.

Personal specifications

With a focus on delivering solutions, providing expert advice and supporting the upskilling of the business internal capability in D365, the Functional Consultant will work in collaboration with a range of stakeholders across the organisation and externally with third party vendors to support the transition and delivery of products onto the D365 platform through discovery, capturing of requirements, engaging subject matter experts, translating requirements and configuring the solution and applications. 

Reporting to the Manager Business Systems Capability, the Functional Consultant brings experience and proficiency to deliver across a range of functions, including technology governance, design governance, relationship management, change management and reporting and data. 

The Functional Consultant has:

  • Expertise in D365 including in-depth functional knowledge integrating into SaaS and legacy systems
  • Demonstrated understanding of how business processes work
  • Extensive experience working with stakeholders to elicit business requirements to translate into functional solution design
  • Confidence presenting to stakeholders across an organisation, including senior management, as a ‘subject matter expert’, articulating functional solution designs, limitations and opportunities for improvements
  • Ability to build credibility and quickly establish relationships with others through strong communication skills, active listening skills and an inquisitive mind-set
  • The legal right to live and work in New Zealand and is a New Zealand citizen or holds a residence class visa.

Operational business requirements

  • Engage with the key stakeholders (internal and external) to evaluate and understand business requirements and convert requirements to functional specifications and design documents.
  • Work closely with stakeholders and team members to define, design and align the solution to best meet INZ’s complex and multi layered business requirements.
  • Deliver new and existing immigration application types from legacy systems onto enhanced Immigration Online as part of virtual cross functional teams across MBIE.
  • Deliver on business requirements through fit-gap analysis, developing specifications, configuring system rules and unit testing.
  • Provide product leadership and direction to business analysts to support enhancements, business changes, design documentation, and data and reporting requirements.
  • Supervise application build, test and deployment activities.
  • Develop opportunities for improvements and enhancements to support business requirements and to support the user experience journey.
  • Ensure quality delivery of products according to expectations, taking ownership of successful completion of deliverables.

Other requirements

  • Using expertise and knowledge of Dynamics 365, provide support and guidance to the Team Leaders as they define and implement frameworks to support capability build and ensure resources are allocated correctly across the team.
  • Provide mentoring and guidance to business analysts and support them on their journey to upskill and learn.
  • Provide functional expertise to the Manager and Team Leaders as a ‘specialist subject matter expert’.
  • Work closely with other Functional Leads across MBIE and INZ to ensure alignment of approach, thinking and solution design.
  • Work closely with external partners actively involved in supporting Immigration Online.
