Tēnei tūranga – About the role

The Digital, Data and Insights group leads, connects, and strengthens MBIE's core data and insights, digital and technology capabilities.

The Digital Operations group:

  • Manages digital operations across MBIE, including the management and administration of hardware, software, and network infrastructure.
  • Maintains enterprise-wide operational integrity.
  • Manages the ongoing development of all digital production and pre-production environments.
  • Ensures the integrity, performance, and operational readiness of the production environments.
  • Manages all MBIE digital and technology vendor / supplier relationships.

The Manager Enterprise Products guides the development and execution of product strategies to meet MBIE business product needs.

Key responsibilities are:

  • Guiding the development and execution of products strategies to capture value from existing products through effective growth stimulation and new product adoption.
  • Understanding and anticipating MBIE product business needs.
  • Creating and managing effective partnerships with key stakeholders including business managers, commercial partners, and internal support teams.
  • Performing needs analysis and employing business analytics insights to identify product opportunities for MBIE business groups.

The Manager Enterprise Products position is a People Leader position with responsibility for a team of Enterprise Product Mangers that maximise the value of assigned products for MBIE business groups.

Personal specifications

  • Proven experience delivering results in a complex product area, while delivering a high level of service to customers.
  • A strategic thinker who sees connections between various aspects of the organisation and the implications for their business unit.
  • Proven experience in operational product management including the application of strategies, frameworks, business planning, forecasting, policies, processes, and systems.
  • Extensive experience in developing and maintaining key networks and stakeholder relationships.
  • Sound working knowledge of management theory and practice including change management.
  • Proven ability to develop trust and credibility with senior managers.
  • Sound appreciation of corporate management disciplines and techniques.
  • Understanding of Government decision-making and operating procedures.
  • Demonstrated experience in developing and maintaining an environment focused on continuous improvement to enhance organisational performance.
  • Tertiary qualification, or extensive and comparable relevant experience.
  • Ability to obtain / maintain a Confidential security clearance.
  • Must be a NZ citizen or hold a permanent residency class visa (if the role is in New Zealand).
  • Credit check required.

Critical Areas of Success

  • Develop and maintain a vision for Digital Operations products communicating that vision to business groups and the team.
  • Define product roadmaps ensuring alignment with MBIE business strategies.
  • Proactively define a pipeline of product opportunities.
  • Create and manage partnerships with key stakeholders including commercial partners and internal support teams to deliver product value for MBIE business groups.
  • Effective leadership and competent management of the team including meeting overall performance standards and quality results.
  • Build, coach and maintain fit for purpose Ministry capability (people and structures) needed to achieve desired goals and objectives and achieve expected efficiency benefits and ongoing improvements in cost effectiveness.
  • Leads product delivery to actively support and contribute to the achievement of the Ministry’s outcomes and that deliver to the needs of internal and external stakeholders.
  • Ensures the application, integration and use of Te ao Māori and Te ao Māori practices in the work of the Branch including tikanga, te reo and an appreciation of the Treaty of Waitangi, Te Tiriti and the Treaty Principles.
  • Maintain a customer focused culture across the business unit.

Strategic Planning and Leadership

  • Creates a sense of vision, engages, and motivates people to participate, and makes things happen.
  • Fosters an open, collaborative environment that encourages quality, innovation, ongoing learning, and knowledge sharing.
  • Establishes key relationships and works to deliver quality and develop confidence in Digital Operations work.
  • Actively contributes to the Digital Operations Branch planning as part of the Branch management team.

Operational Management

  • Develops work programmes and performance targets for the team, with supporting measurement, monitoring, and reporting mechanisms.
  • Accountable for the operational management of the team.
  • Monitors and adjusts work programmes through the agreed processes to enable the team to adapt to changing circumstances.
  • Regularly monitors and reports on progress towards achievement of plans and strategies.
  • Manages expenditure and resources in line with approved guidelines, budget, deadlines and reporting requirements, with a focus on driving cost effectiveness in the Ministry.
  • Builds continuous quality review throughout all elements of the team.
  • Effectively and consistently identifies and manages risk.

Team Leadership

  • Establishes clear accountabilities, expectations and performance standards with direct reports and ensures regular performance management and development occurs.
  • Monitors individual, team, and unit performance to ensure that performance targets are met.
  • Anticipates future capability needs in Human Resources, identifies gaps in capability and addresses these gaps through targeted recruitment and development or other actions.
  • Coaches and develops staff to meet the needs of MBIE now and in the future.
  • Identifies and develops talent for key roles.

Wellbeing, Health & Safety

  • Displays commitment through actively supporting all safety and wellbeing initiatives.
  • Ensures own and others safety at all times.
  • Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
  • Reports all incidents/accidents, including near misses in a timely fashion.
  • Is involved in health and safety through participation and consultation.
