The Digital, Data and Insights (DDI) group leads, connects and strengthens MBIE's core data and insights, digital and technology capabilities.
The Principal Business Analyst is a member of the Allocation and Coordination team in the Data, Insights and Intelligence (DII) branch in the DDI group. The Allocation and Coordination function is responsible for the triaging, allocation, prioritisation and coordination of Requests for Information (RFI) delivered by the DII branch.
The Principal Business Analyst will bring their business understanding and perspective to work in partnership with their manager and other staff. The Principal Business Analyst contributes to the operations of the Allocation and Coordination team within DII by providing robust and critical strategic thinking, problem definition, analysis and solutions, with a particular focus on supporting the design, establishment and operational implementation of the Allocation and Coordination function in accordance with agreed organisational priorities.
The Principal Business Analyst is responsible for designing thinking frameworks and methods, business process review and design/optimisation, performance and assurance frameworks, business improvement and analytical modelling. The role also provides a key connection with other MBIE business units, ensuring that the Allocation and Coordination function is integrated into the wider business and operational strategy. They fulfil an account manager role, proactively engaging with customers to shape and coordinate products, manage expectations on behalf of DII in a clear and consistent manner.
While the Principal Business Analyst does not have formal leadership responsibilities, they will be required to lead staff assigned to the day-to-day operation of the DII Request ‘Front Door’ and/or specific project work, provide guidance, coaching and mentoring on analysis, processes and relationship management issues to the team and will be recognised across, and sought out by, internal and external stakeholders as a leader in his or her area of expertise.
The Principal Business Analyst is responsible for ensuring quality and consistency of advice and practices in relation to their contribution to the team’s work.

Personal specifications
- Proven experience and knowledge of strategic management including the design and application of strategies, frameworks, business planning and forecasting, performance and assurance frameworks, risk management, policies, processing and systems in a complex business environment. Preferred experience would be in an operational and/or regulatory environment.
- Experience in the development, design, establishment and facilitation of governance arrangements to ensure delivery against agreed work programmes and according to established outcomes.
- A proven track record of experience and achievement in an analytical role, utilising complex information.
- Both a strong strategic and tactical thinker who is able to make the connections between various aspects of the organisation and implications for their business unit with an immediate and future focus.
- Demonstrated experience in developing and maintaining an environment focused on continuous improvement to enhance organisational performance.
- Proven experience providing intellectual and professional leadership to others with a track record of trust and respect from their peers and more senior practitioners.
- Proven ability to quickly identify, establish and build strong working relationships.
- The ability to readily grasp and synthesise the ideas, analysis and advice produced by others.
- Ability to work effectively as a member of a team to achieve overall results.
- Excellent written and verbal communication skills.

- The ability to lead cross-group and influence decision makers where there is no direct reporting relationship.
- Must have the legal right to live and work in New Zealand.
- Ability to obtain / maintain a Top-Secret security clearance.

Critical Areas of Success
- Contributes to the design and development of DII’s strategic approach to RFI and RFS management and delivery, with a view to leverage capability and capacity across DII business units to effectively and efficiently meet MBIE data, information, research and intelligence priorities.
- Supports the design, establishment and operational implementation of a permanent resource to ensure the delivery of the DII Request ‘Front Door’ (DII’s single point of contact for RFS and RFI) – including:
- Developing relevant Investment Bids for supporting technology to enable effective workflow management and reporting
- Developing and implementing new triage and prioritisation processes and systems
- Developing capability to provide regular meaningful reporting on DII RFI and RFS work on hand to DII Leadership
- Developing capability to analyse DII workflows with the goal of identifying relevant themes, opportunities for collaboration, emerging data, information, research and intelligence needs
- Developing and launching initiatives to proactively service data, information, research and intelligence needs – including increased transparency of work on hand, self-service and other related options to reduce reactive response demands
- Supports the design, creation and coordination of the DII Annual Work Programme.
- Provides reporting to DII Leadership and key stakeholders on operational performance of both the front Door and against the DII Annual Work Programme.
- Supports the design, development and delivery of prioritisation, allocation and coordination governance alongside the Front Door for DII.
- Supports the design and development of an outcomes focused measurement framework for DII with a view to establishing Key Performance Indicators that demonstrate the value of data, information, research and intelligence to MBIE.
- Maintains key liaison role for the Allocation and Coordination function with other MBIE business units to ensure the Allocation and Coordination function is integrated into the wider business and operational strategy.
- Fulfils an account manager role, proactively engaging with customers to shape and coordinate products, manage expectations on behalf of DII in a clear and consistent manner.
Business Analysis – Delivers quality results which contribute to MBIE outcomes
- Provides sound strategic consideration and advise using robust analysis to whole of system service.
- Demonstrates a structured and pragmatic approach to analysis, including working with stakeholders to interpret and validate the results.
- Reviews system and business process efficiency and effectiveness including end-to-end processes across the system, and global standardised processes.
- Provides intellectual and strategic leadership and advice on identified risks and initiatives to improve whole of system service.
- Contributes to the design and maintenance of end-to-end operating models, including end-to-end or standardised business processes and system requirements, and guiding project teams in system and process change.
- Defines service and operational principles and requirements as they relate to the Allocation and Coordination function and DII Front Door.
- Delivers services, products and programmes that actively support and contribute to the achievement of the Ministry’s outcomes and that deliver to the needs of internal and external stakeholders.
- Proactively shares expertise and experience with team members and other staff.
Relationship Management – Work collaboratively with others to support the achievement of MBIE outcomes
- Proactively supports the Head of Allocation and Coordination.
- Participates as an active DII team member and contributes knowledge and expertise needed to achieve desired outcomes.
- Builds and maintains effective relationships with key internal and external stakeholders and partners and actively encourages and support members to work in partnership with customer groups to ensure DII business is connected with other MBIE business units.
- Works with the specialist experts of other disciplines within DII to identify additional analytical techniques to enhance the identification and generation of insights, with a particular focus on the Allocation and Coordination function and DII Front Door.
- Develops a culture of continuous improvement between Insights Team and IDI customer processes and interactions through developing the synergy between collection submissions and requirements; product specification and delivery and improving communication about analytical ‘fit’ within MBIEs regulatory systems.
- Represents whole-of-Ministry views and protects its reputation in any external interactions.
