The Customer, Design and Innovation (CDI) Branch empowers Te Whakatairanga Service Delivery (TWSD) to deliver on strategic outcomes while meeting financial , public interest and social contract obligations. As a centre of expertise, CDI provides specialised functions, including Customer Service Design, Data, Research and Insights, Information and Education, and Operational Policy and Regulatory Stewardship.
CDI ensures work is planned, prioritised, and governed effectively, offering robust advice and clarity. The branch strengthens customer focus, enhances data and insights capability, optimises technology investments, and fosters collaboration to deliver impactful, customer-centric, and future-proof solutions. Through its work, CDI drives innovation and positions TWSD to achieve its objectives and deliver value for New Zealanders.
The Portfolio Analyst performs a wide range of functions, and will be expected to work on several areas simultaneously. The most significant part of this role will be providing analytical, planning, coordination and reporting support to the Manager Operational Portfolio Office.

Personal specifications
- Proven experience of business process analysis and design.
- Proven knowledge and experience of analysis and initiative management methodologies within a public service portfolio.
- An understanding of data collection and analysis tools and techniques.
- Excellent visual information design.
- Experience in supporting a portfolio management environment.
- A very high standard of written English.
- Intermediate or higher MS Word, Excel, Visio, Initiative and PowerPoint.
- Ability to work with statistics and cost out options.
- Excellent communication, self-management and interpersonal skills.

Portfolio analysis and coordination
- Operate the framework within which change and change resource information will be gathered, collated, managed and reported.
- Facilitate the Change Governance required of initiatives to meet governance requirements.
- Development & updating of Portfolio Governance Calendar.
- Provide analytical and organisational support to the planning team.
- Gather and analyse information required for reporting.
- Capture lessons learned and stakeholder feedback on all initiatives.
- Identify actions and assign owners and follow up on outcomes.
- Ensure that the quality of information residing in the portfolio system is accurate at all times.
- Complete tasks with high level of accuracy, attention to detail, and motivation.
- Apply systems thinking to generate solutions; focus on process rather than isolated events; evaluate alternative solutions.
- Organisational skills and the ability to efficiently manage several diverse tasks at the same time to meet required deadlines.
Analysis & Reporting
- Support the identification of requirements, options, designs and continuous improvement for portfolio initiatives.
- Use standard case and customer experience mapping techniques to determine suitable solution options for change initiatives and make recommendations on those preferred.
- Provide portfolio risk monitoring and reporting support to the planning team.
- Facilitate workshops, gather requirements identified for risk management.

- Ensures own and others safety at all times.
- Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
- Reports all incidents/accidents, including near misses in a timely fashion.
