Tēnei tūranga – About the role
The FMIS Delivery Manager is responsible for leading a team of high performing Senior Systems Accountants to successfully deliver system enhancements and upgrades. This includes, but not limited to, implementation of new modules; system upgrades; changes to current modules; integration changes; system optimisation, and integration improvements.
The FMIS Delivery Manager will work with the Manager Finance System to continually review and consider improvements to all elements of the finance systems to strengthen internal controls, streamline processes and reduce bespoke configuration.
This position is also instrumental in developing and delivering the strategic roadmap for the Finance Systems.

Personal specifications
- Strong technical knowledge of TechOne CIA and/or TechOne CI.
- Demonstrable experience in FMIS implementation, enhancement(s) and upgrade(s), including planning, testing and the production and implementation of documentation and training.
- Strong knowledge of Finance Information Management Systems is essential.
- Strong understanding of accounting practices, controls and policies is essential to ensure the systems delivers within the requirements of legislation.
- Understanding of the software development lifecycle and agile practises highly desirable.
- Demonstrated ability of dealing with complex issues
- Demonstrated problem analysis skills and sound judgement.
- Demonstrated project management skills.
- Demonstrated ability to identify and effectively manage risks to maximise outcomes.
- Demonstrated experience building and leading a high-performance team, responsible for providing effective leadership and professional development.
- Down to earth, approachable team player with a collaborative approach.
- Ability to coach, upskill and to deliver training to a range of stakeholders.
- Proven ability to develop trust and credibility with senior managers and build strong working relationships.
- Excellent interpersonal skills with ability to relate well to wide range of people.
- Understanding of Government decision-making and operating procedures would be advantageous.
- Demonstrated experience in supporting an environment focused on continuous improvement to enhance organisational performance.
- Excellent communication, facilitation, influencing and interpersonal skills, with the ability to clearly communicate technical information in plain language.
Prerequisites
- A relevant accounting tertiary qualification is desirable.
- Must consent to and satisfactorily complete a credit check.
- Must have the legal right to live and work in New Zealand.

FMIS Systems Delivery
- Lead the implementation of agreed systems changes – implementation of new modules; system upgrades and changes to current modules; integration changes.
- Continually reviews and considers improvement to all elements of the finance system to strengthen internal controls, streamline processes and reduce bespoke configuration.
- Provide high quality, and robust insight that informs decision making and leads to productive outcomes.
- Provide a path of escalation for issues and risks and contributes to the development and implementation of mitigation strategies.
- Ensures the effective delivery of agreed processes, managing expectations and resolving any issues that may arise.
- Actively builds capability within the team and across the business, working closely with relevant subject matter experts.
- Escalates any issues to the Manager Systems that could adversely impact operations or present organisational risk.
- Provide expert advice into the development and delivery of the strategic roadmap for the Finance Systems.
- Implement any process and/or system changes as recommended by audit.

- Champions improvement of current services, systems and products to meet business requirements and priorities.
- Ensures cross skilling of the team to manage absences and demand, bearing in mind the need for expertise in certain areas.
Relationship Management
- Actively participates within the team to contribute knowledge and expertise, in order to achieve MBIE’s outcomes.
- Develops effective working relationships with other MBIE managers and staff in order to transfer knowledge and learning from team to the wider organisation.
- Represents whole-of-Ministry views and protects its reputation in external interactions.
- Builds strategic alliances with key government and non-government representatives to ensure MBIE’s views are influential in their decision making.
- Builds and maintains effective relationships and partnerships with national and international organisations to identify and share best practice information and to promote the Ministry, its products and services.
