Tēnei tūranga – About the role
The Commercial Specialist will be expected to bring their extensive procurement experience and sound business acumen to expert ICT procurement advice and support to our stakeholders to delivery on the procurement needs of MBIE whilst taking a commercial view as well as working in the New Government Procurement (NZGP) framework.
This is a hands on procurement role that models good government procurement practice, achieves best public value and delivers the requirements of our agency.

Personal specifications
- At least 3 + years in practical experience in ICT procurements, problem solving and associated functions.
- Previous demonstration of best practice ICT procurement and can show examples of practical application of strategic procurement principles with successful outcomes.
- A deep understanding of change management principles and how these should be applied to maximise successful procurement outcomes.
- Comprehensive understanding of market analysis principles and is able to undertake supply market research, identify trends, forecast changes and inform the development of procurement strategies that exercise a deterministic influence within key supply markets to government.
- Well organised and adept at managing multiple competing priorities.
- Excellent and well-honed influencing skills with the ability to support a negotiation team in the maximisation of public value in multi-million dollar contract negotiation.
- Thorough understanding of legal frameworks and contract law needed to deliver robust contracts.
- Practical proficiency in MS Excel with an eye for detail.
- Proven ability to develop trust and credibility with key stakeholders and build strong working relationships.
- Understanding of government decision-making and operating procedures would be advantageous.
- Demonstrated communication, facilitation, influencing and interpersonal skills with the ability to clearly communicate technical information in plain language.
- Demonstrated ability to identify and effectively manage risks to maximise outcomes.
- High standards of professionalism and performance driven.
- Experience in leading successful change initiatives and continuous improvement.
Pre-requisite
- CIPS or equivalent experience.
- Must have the right to live and work in New Zealand.

Delivery and results
The Commercial Specialist will be required to deliver results in the following areas:
- Delivery of complex negotiations of robust contractual arrangements that meet MBIE stakeholder needs whilst supporting the NZGP framework.
- Planning and development of Procurements with input into the CMS.
- Provide clear and consistent commercial advice aligned to MBIE’s Policies and Procedures.
- Utilising branch and other analytics to help to contributing to the development of procurement strategies with measurable outcomes and initiatives.
- Sharing lessons learned and resources to enhance the performance of the branch.
- Negotiate contracts – organisation, workgroup and business specific.
- Prepare contract documents and assist with input into the CMS if needed.
- Maintain contracts and contract variations.
- Manage contract end.
- Review and document supplier performance.
- Delivery of the procurement strategy and operational plan.
Execute on market engagement
- Communicate intent.
- Complete RFX documentation.
- Manage release to market.
- Manage responses.
- Evaluate responses and report.
- Define recommendation to business.
- Communicate outcome to business and suppliers.
Risk management
- Manage, document and escalate al risk to affected business units and stakeholders.
- Work within the MBIE F+P risk framework.
- Comply with all requirements of the NZGP framework.
Wellbeing, health and safety
- Displays commitment through actively supporting all safety and wellbeing initiatives.
- Ensures own and others safety at all times.
- Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
- Reports all incidents/accidents, including near misses in a timely fashion.
- Is involved in health and safety through participation and consultation.
