As the Property and Contracts Manager, you will play a pivotal role in shaping and delivering MBIE’s strategic property outcomes across a diverse and complex multi-site portfolio. This role leads the development and execution of property strategy, contract management, and investment planning, ensuring alignment with organisational objectives and government property frameworks.
You will bring a strong background in property operations, strategic procurement, and asset lifecycle management, and work closely with MBIE’s Government Property Office and internal stakeholders to drive long-term planning and performance.
The role also involves managing operational relationships with landlords in collaboration with the Government Property Office’s Leasing team, overseeing condition assessments, and using data analytics to support informed decision-making and continuous improvement.
This is a high-impact position requiring strong leadership, technical expertise, and the ability to navigate complex stakeholder environments while delivering value, compliance, and sustainability across the property portfolio.

Personal specifications
- Minimum 7–10 years’ experience in property and contract management within a complex, multi-site environment.
- Demonstrated expertise in strategic procurement, contract negotiation, and vendor performance management.
- Strong technical understanding of building systems, maintenance planning, and condition assessments.
- Proven experience in developing and executing assessment management plans and capital works programming.
- Advanced analytical skills with experience using data to drive decision-making and performance reporting.
- Proficiency in property and asset management software, data analysis tools (e.g., Power BI, Excel, or similar), and reporting platforms.
- Strong financial acumen with experience in budgeting, forecasting, and cost control.
- Excellent written and verbal communication skills, with the ability to prepare high-level reports and present to senior leadership.
- Must have legal right to live and work in New Zealand.

The Property and Contracts Manager will be required to deliver results in the following areas:
Contract Management
- Lead end-to-end management of property-related operational contracts across all sites.
- Develop procurement strategies, manage tender processes, and oversee contract implementation.
- Monitor contract performance, compliance, and service delivery standards.
- Build and maintain strong relationships with vendors and service providers.
- Supports daily management of health, safety and security requirements for the site including:
- Ensures completion of health & safety induction for Property’s service providers entering the site
- Contractor site inductions
- Maintains an incident register
- Assists with maintaining fire and health and safety standards and practices
- Maintains best practice in emergency procedures.
Strategy and Planning
- Work with key staff in the Corporate Shared Services Team, Government Property Office and wider MBIE to
- Identify medium to long term issues and trends, opportunities and threats affecting the MBIE property portfolio.
- Formulate and lead the strategic directions and priority for the MBIE property portfolio
- Ownership of the Property Strategic Plan to ensure that it is well understood and integrated within our operations
- Managing relationships with MBIE’s Government Property Office and other key stakeholders.
- Overseeing property ownership structures and asset lifecycle planning.
- Developing and maintaining property investment plans and business cases.
- Ensuring alignment with government property standards and strategic direction.
- Contributing to operational procurement planning and strategy, ensuring property-related procurement activities are aligned with investment priorities, deliver value for money, and support long-term asset performance.
Landlord Stakeholder Liaison
- Serve as the operational point of contact for landlords nationwide.
- Manage day-to-day communications and issue resolution with property owners, Facilities and Workplace team leaders, and—when required—the GPO leasing team.
- Provide input into the GPO leasing activities including renewals, terminations, and negotiations.
- Ensure landlord and tenant obligations are met and documented
Condition and Asset Management
- Own the condition assessment process for all property assets.
- Lead the development and execution of assessment management plans, from procurement of services to implementation of findings.
- Translate assessment reports into proactive maintenance schedules and long-term replacement programs.
- Prioritize and schedule works based on risk, compliance, and operational needs.
- Maintain an accurate and up-to-date asset register in collaboration with Principal Advisor Asset Management
- Develop and implement operational asset lifecycle plans to ensure long-term sustainability in alignment with Enterprise Asset Management Framework.
- Collaborate with Finance, Facilities and Workplace Teams, and Principal Advisor Asset Management to align asset planning with budget and strategic goals.
Data Analytics and Reporting
- Leverage data analytics to monitor asset performance, contract efficiency, and property condition trends.
- Prepare regular reports and dashboards on contract performance, asset condition, leasing status, and planned works.
- Use data insights to support strategic planning, risk mitigation, and continuous improvement.
- Ensure compliance with relevant legislation, health and safety standards, and internal policies.
