The Team Leader, Systems & Security is responsible for managing the Systems & Security team, who are responsible for the development, design, configuration, maintenance and reliable operation of the specialist supporting software and systems of CERT NZ.

The position is responsible for building the technical capability of the team and providing technical assurance to the Manager, Business Enablement in relation to systems administration.

The Team Leader, Systems & Security will act as the owner of CERT NZ’s Operations Network and systems and will be accountable for the performance and security of computers and networks meeting user requirements and agreed standards.

The Team Leader will also work closely with the Senior Systems & Security Analysts to lead the day-to-day system administration, strategic design, enhancement and procurement of additional capability as needs change.

Skills and Experience

  • Experience leading a team of technical experts.
  • Demonstrable experience building technical capability within a team.
  • Experience in implementing quality processes and strategies designed to improve systems administration and development.
  • Expert knowledge and experience of Linux administration, virtualisation, and cloud platforms.
  • Able to communicate technical information effectively – both written and verbally.
  • Ability to strategically solve complex technical issues.
  • Ability to work in a fast paced, production critical environment.
  • System development and automation within a Linux environment.
  • Experience in computer network defence.
  • An expert understanding of cyber threats, the threat landscape and application of threat intelligence.
  • A solid understanding of security controls and how to mitigate threats.
  • Sound knowledge of STIX and TAXII or other threat intelligence sharing standards.
  • Experience with scripting highly desirable.
  • Must have the legal right to live and work in New Zealand.
  • Must be capable of obtaining and maintaining TOP SECRET level government security clearance.
  • A post graduate qualification in a technical field or extensive and comparable relevant experience is required.
  • Credit check required.
  • Ministry of Justice check required.
  • Police vetting required.

Critical areas of success

The Team Leader, Systems & Security will be required to deliver results in the following areas:

  • Leads the Systems & Security team by setting clear expectations, communicating effectively, providing support and coaching when required.
  • Leads the procurement of IT Infrastructure required to support and enhance CERT NZ’s capability. This infrastructure may be procured from both the international and domestic markets.
  • Provides a point of technical escalation for the Systems & Security Analysts on highly complex systems issues.
  • Continuous analysis and improvement of infrastructure, systems and processes.
  • Ownership of the IT infrastructure technical roadmap for CERT NZ and ensuring it has a strategic, long-term view.
  • From time to time, represent CERT NZ as an expert on our security systems and processes at cyber security conferences, both domestic and international, sharing best practice amongst other CERT’s and similar organisations.
  • Measure and mitigate technical risks to CERT NZ.
  • Designing and implementing infrastructure to support new systems and applications.
  • Solution architecture and Network architecture, as needed for ongoing system enhancements and management
  • Builds the technical capability of the team.
  • Identifies opportunities to improve and better leverage systems and infrastructure.
  • Provides the Manager, Business Enablement and the CERT NZ management team with technical assurance in relation to systems & security.

Participation in serious cyber incident response

  • Able to participate in shift-based periods during activation for New Zealand’s response to serious cyber incidents.

Develops and builds skills and knowledge to participate in serious cyber incident response and coordination, including, where appropriate:

  • Contributing to the unit’s response, thereby being instrumental in the coordination of New Zealand’s overall response to serious cyber incidents.
  • Conducting and supporting briefings to senior executives.
  • Communicating with technical and non-technical audiences.

Development of cyber security knowledge

  • Develops a level of expertise and fluency in the cyber security field, including staying up to date with new developments and relevant international activity.
  • Finds opportunities to share cyber security domain knowledge with others within the team and wider CERT NZ and Infosec community.

Team Leadership

  • Build and maintain a high-performing team that is capable of delivering innovative advice, products and services to support MBIE’s strategic direction.
  • Establishes clear accountabilities, expectations and performance standards with direct reports and ensures regular performance management and development occurs.
  • Monitors individual and team performance to ensure that performance targets are met.
  • Anticipates future capability and identifies gaps in capability and addresses these gaps through targeted recruitment and development of other actions.
  • Identifies and develops talent for key roles in the team.
  • Provide mentoring, support and technical advice to team members by developing and delivering training material and best practice guidelines.

Relationship Management

  • Engage and consult with teams across CERT NZ to develop opportunities to support and enhance the use of the technical environments – high side and low side.
  • Builds and maintains effective relationships and partnerships with internal and external stakeholders.
  • Presents whole-of-Ministry views and protects its reputation in any external interaction.
  • Capable of communicating and translating technical concepts and insights to a non-technical specialist audience.
  • Manage constructive working relationships with work colleagues and external stakeholders to enhance understanding and co-operation needed to achieve desired results.
  • Engages and consults with teams across CERT NZ to develop opportunities to support and enhance technical environment use.
  • Builds and maintains effective relationships and partnerships with internal and external stakeholders.
  • Works with stakeholders to understand needs and responds accordingly.
  • Tests the effectiveness of stakeholder relationships using a range of appropriate measures and processes (including stakeholder feedback).
