Tēnei tūranga – About the role

The Building for Climate Change (BfCC) programme is leading work on reducing emissions from the building and construction sector and ensuring that our buildings are more resilient to the impacts of climate change. This includes delivering on building-related actions within the first Emissions Reduction Plan (ERP) and National Adaptation Plan (NAP) and supporting wider government policy work on future climate change policies. 

The programme has five critical projects that encompass: 

  • legislative amendments to lay the foundations for emissions reduction and adaptation,
  • regulatory and technical changes to reduce emissions within new building work,
  • non-regulatory measures to drive changes within the sector,
  • strategic policy and cross government engagement, and
  • adaptation and climate change resilience.

This is a significant piece of work and there are strong partnerships with other agencies, as well as with other branches within MBIE.

Building for Climate Change

The Manager Building for Climate Change will be responsible for leading the BSP Building for Climate Change (BfCC) team. This team works alongside existing BSP staff operating in a matrix management style; the role has 10 direct reports but will also have a dotted-line relationship with implementation and technical staff who form part of the Building for Climate Change team. The Manager Building for Climate Change will be responsible for managing and supporting the Building for Climate Change Policy team and wider programme team to ensure that the programme is well planned, that resources and risks are well managed, and is ultimately delivered to a high standard.

The Manager Building for Climate Change will contribute to the leadership of the branch as a member of the Building System Performance Leadership team and may contribute to leadership and support for other areas of building policy work as required, including delivering on the Government’s wider priorities in relation to the building regulatory system.

  • You will be an experienced people leader able to build, lead, manage and maintain a high-performing team with a strong identity that is capable of developing and delivering innovative advice, products and services to support MBIE’s strategic direction and Government goals.
  • You will be experienced in planning, prioritising, and organising work to deliver on short and long-term objectives across the breadth of their role.
  • Ability to manage constructive working relationships with colleagues and external stakeholders to enhance understanding and co-operation needed to achieve desired results.

Takohanga tuhinga o mua – Key accountabilities and deliverables

You will be accountable for the management of the operational aspects of the BfCC programme, including:

  • Building and maintaining working relationships between this programme and other government initiatives to ensure the programme plan is cognisant of related priorities and activities.
  • Developing processes to support the escalation of risks and issues from Workstream Leads through the programme governance structure.
  • Managing operational matters that fall outside the deliverables of the programme, such as providing Ministerial servicing, and responding to OIAs and PQs.
  • Taking the lead on transition management, ensuring that business as usual is maintained during the transition and the changes are effectively integrated into the business.
  • Preparing affected business areas for transition to new ways of working.
  • Ensuring that maximum improvements are made in existing and new business operations as projects are delivered into operational use.

You will be responsible for a core team of policy advisors, senior advisors, principals as well as management and day-to-day ownership of the BfCC programme and wider BfCC team and will work with the Director and Project Manager to build and maintain working relationships between this programme and other government initiatives and to develop and maintain effective governance processes to manage delivery and risks.

  • Guide, coach and mentor core team members and provide day-to-day leadership, management and HR responsibility for core team members.
  • Supports the GM in ensuring an engaged, functional branch (including pro-actively identifying and effectively addressing any issues that detract in a timely manner).
  • Supports the GM so that the branch operates effectively and efficiently and delivers agreed outputs to support achievement of MBIE outcome.
  • Participates as an active team member and contributes knowledge and expertise needed to achieve MBIE’s outcomes.

Relationship management

  • Builds and maintains effective relationships and partnerships with internal and external stakeholders, as necessary, in order to ensure project deliverables are identified and managed.
  • Develops effective working relationships with other MBIE managers and staff in order to deliver the programme of work and transfer knowledge and learning from the team to the wider organisation.
  • Develops effective working relationships with other agencies and stakeholders involved or impacted by the programme.
  • Represents whole-of-Ministry views and protects its reputation in any external interactions.
  • Effectively influences, and contributes to an authorising environment, through building and maintaining enduring relationships with senior stakeholders.

  • Builds strategic alliances with key government and non-government representatives to ensure MBIE’s views are influential in their decision-making.
