Exposure draft bill — June 2011
In June 2011 an exposure draft was released for consultation on the possible design of the new cartel regime.

The exposure draft bill explanatory material explains the:
- key policy positions that underpin the exposure draft bill, and
- reasons why a particular approach has been adopted — both in the design of the regime and the drafting of the bill.
Immunity from prosecution for cartel offences guidelines — May 2011
In May 2011 draft immunity guidelines were provided, detailing how a leniency regime might work in a criminal context. They also informed more general comment on the regime's design. Submissions weren't sought on these draft guidelines.
