Tēnei tūranga – About the role

The Advisor Integrity is a specialist position in MBIE. The Advisor Integrity brings their internal investigation experience, business understanding and perspective to work in partnership with their team and other managers and staff across the Ministry.

The role contributes to the operations of MBIE’s Integrity Team. The Head of Integrity, supported by the Integrity Team, is responsible for developing the strategic direction for MBIE’s integrity management, enhancing MBIE’s integrity practices and for providing advice and assistance on integrity matters. The Integrity Team works closely with a range of disciplines across MBIE including Legal, People & Culture, Protective Security and Privacy to achieve a collective impact for MBIE.

The Advisor Integrity will take a supporting role in promoting and driving improvements in MBIE’s performance of its integrity management framework, and in supporting a culture within MBIE where the standards of honesty, openness, transparency, and integrity are valued, New Zealanders have trust and confidence in MBIE and MBIE’s reputation is held in high regard.

The Advisor Integrity will provide high quality investigations along with advice, analysis and support to managers and the Ministry generally, to help lift integrity capability across MBIE.

Personal specifications

  • Knowledge of internal investigation related methodologies and techniques.
  • Experience in an Integrity Unit or similar environment.
  • An ability to communicate effectively, verbally and in writing, with a wide range of people at all levels, both internal and external to MBIE.
  • Ability to deliver successful outcomes in a demanding environment.
  • Ability to influence and facilitate others to achieve outcomes.
  • Ability to identify and assess organisational risk and anticipate outcomes and consequences.
  • Strong analytical skills.
  • Proven ability to quickly build and maintain strong working relationships and gain buy-in / commitment from managers and internal and external stakeholders.
  • Experience in reviewing and implementing processes to enhance business improvement and service delivery.
  • Strong organisational skills and the ability to prioritise.
  • Demonstrated high levels of integrity.

Qualifications

  • Tertiary qualification in relevant discipline or comparable relevant experience.

Other

  • The ability to gain and maintain a national security clearance to Secret or Top-Secret level.
  • Must have the legal right to live and work in New Zealand.

Indicators of success

  • Run robust professional internal investigations and reviews into alleged wrongdoing, such as fraud, corruption, dishonesty, bribery, conflicts of interest, etc.
  • Produce high quality outputs, for example investigation plans, interview approaches and final reports.
  • Proactive regular communication with line managers to keep them up to date on the progress of investigations in their business area.
  • Ensure interview transcripts are an accurate record of interviews undertaken.
  • Support protected disclosure investigations, as required.
  • Identify integrity issues and risks and take a proactive supporting role in resolving them.
  • Deliver high quality, influential advice that addresses complex integrity problems and is innovative, robust and solution focused.
  • Support the education of people leaders, empowering them to recognise ‘rightdoing’ detect ‘wrongdoing’ and have powerful conversations with their people, particularly in the areas of declaring interests relevant to the workplace, encouraging ‘speaking up' about ‘wrongdoing’, and acting in the ‘spirit of service’ as public servants.
  • Maintain a strong knowledge base and expertise within the area of integrity, including internal investigations and reviews.
  • Maintain an up to date knowledge of applicable frameworks, maturity models and legislation.
  • Support the enhancement of MBIE integrity practices, by defining, reviewing, and updating policies, procedures, and tools; and delivering integrity related products, services, campaigns and programmes that actively support and contribute to the achievement of MBIEs outcomes whilst meeting the needs of internal and external stakeholders.
  • Assist with promoting a strong integrity culture within MBIE.
  • Provide quality assurance and peer review for investigations, integrity checks, reports, presentations, training or educational material and reviews.
  • Provide secretariat support for the Integrity Assessment Panel.
  • Assist with monitoring and reporting of trends and insights to the relevant Governance groups in MBIE including the Senior Leadership Team.
