November 2022 — February 2023: Public consultation open
February 2023 — March 2023: Consideration of feedback and further policy analysis
April 2023 — Brief Minister of Commerce and Consumer Affairs and Minister of Climate Change on policy proposals
June 2023 — Ministers seek Cabinet agreement to policy proposals
