A simpler approach to funding science in New Zealand

The Government has announced the next major milestone in reforming New Zealand’s science, innovation, and technology funding system. The changes will deliver a simpler, strategy-driven approach that aligns public investment with national research priorities.

A new independent board, Research Funding New Zealand, will be established as the primary decision-maker for most science funding. This independent board will bring together multiple decision makers including the Science Board, Marsden Fund Council, most science investment decision making within MBIE, and in the future, the Health Research Council. MBIE will act as secretariat, supporting the board’s work.
The new system will be organised around 4 pillars: economy, environment, health and society, and technology. These pillars will provide greater transparency and connection to government priorities, with funding mechanisms used flexibly to deliver on each pillar’s goals. The Prime Minister’s Science, Innovation and Technology Advisory Council will advise on national research priorities, which will be captured in a Science Investment Plan to be developed in 2026.
Existing research contracts will continue unchanged, and there are no changes to overall funding levels. The transition will be phased over the coming years to minimise disruption. Dedicated funding streams will continue to support both blue-skies and applied research.
Research Funding New Zealand will monitor and evaluate the impact of investments, ensuring public funding delivers value for New Zealanders.
MBIE will work closely with affected agencies and the research community throughout the transition, ensuring continuity and a smooth process for all involved.
